Correct, but every expansion has a pity timer on their first 10 pacs. That means that in those pacs there will be a legendary card, after that it wil be on 40 pacs.
If you just started playing, and especially if you plan on being F2P, you should buy the first 10 packs from every expansion before crafting cards, including the Classic packs. After that, since it's January you should avoid buying packs that rotate out, and avoid crafting Epics/Legendaries from those expansions. It will hurt in the beginning, but it will pay off in the long run. Of course if you plan on playing Wild then buy any expansion, but that would be extremely expensive/time consuming. Just my 2 cents.
Even if the sets rotate, I would still advice against disenchanting the cards from them since you might start liking wild and the cards can be used in most tavern brawls and adventures

If you really want to craft any legendaries to play competitively, Baku and especially Genn are prime cards that can carry an entire deck almost alone. Even Paladin with nothing but basic cards and Genn is already in itself a sort of respectable deck.

If you plan on playing Standard, then craft a cheap Hunter deck that will last a few months, especially if you’re ftp. If you’re paying for packs, then I’d say buy 10 of every expansion. Like others said they’ll be useful in Tavern Brawls and Wild if you choose to venture.
