Please peruse my cards and build me the best ladder deck for the current meta.
I'm missing a lot of key legendaries, and would appreciate any direction towards my best, or top 3 decks, using only my current cards. If there is a leg from a solo wing that would really help me, that info would be useful as well. I made it up to 17 but was promptly swatted back down to 20.
Is it possible for f2p players to make it to 15 in the ladder easily? If so, any advice (deck and playstyle) appreciated.

If your goal is just to climb a bit, then Aggro Shaman is your best bet. The deck is pretty cheap, and you do have access to a copy of Doomhammer, which should be pretty strong regardless of it falling slightly out of favor with the current iteration of the deck. Because Midrange Shaman plays a fair bit of basic/f2p cards, that might be a consideration as well.Aya Blackpaw is regarded as absolutely necessary for the deck, but you can definitely play a list without her.
It's definitely possible for f2p players to climb to rank 15. Not a lofty goal by any means. The prevalence of aggro on ladder makes it difficult to climb with anything else besides sheer luck mirror matches or a Reno deck. Because Reno decks are generally too expensive for f2p players, aggro is your best option. You can easily find Aggro and Midrange Shaman lists on the front page of this site. They'll probably also have some clickbait title regarding what rank that they hit.
Did a little more digging. I have enough dust to craft 2 Eaglehorn Bow, and I have 2 Dire Wolf Alpha to replace the the 2 Infested Wolf which would allow me to build this:

Pirate decks are still strong. After all, Small-Time Buccaneer is just a disposable minion in early game. "-1 health" doesnt make huge impact on the whole archtype.
Btw, I'm just curious, did you reach rank 15 last season?

I did! It wasn't easy, and there were some scrapes along the way, but I made 15. Many thanks to potato_beleren and others for the help and advice.
I'm glad the new patch has waypoints every 5 ranks now though. There was no way I felt comfortable trying to risk going higher than 15 with this deck (and my poor abilities).
Unfortunately this deck has fallen off a cliff since the nerf to Small-Time Buccaneer, I can't get past 19 with it. You can see how far aggro shaman has dropped since the nerf here:
You jade idol collection is quite good. Aya Blackpaw would be a nice addition, but she is not mandatory for rank 15.
You can build a midrange Druid or Shaman which utilizes Jade Idol and Savage Roar/Bloodlust. Or simply skip the jade and build a basic zoo deck with Savage Roar/Bloodlust.
Since your cards are limited, you should not venture too far in control style. In other words, don't try to over-value your opponent in the long run. Instead, you should trade in the early game to secure your tempo and when you see you have enough damage to burst, go face. You should try to surprise your opponents with Savage Roar/Bloodlust and finish the game before they could use their trump cards. Rank 15 is possible.

Yes it is possible. Experienced players can reach rank 15 with an extended basic deck. But that is because they know their opponents and how to play around certain archtypes. New players, on the other hand, struggle to pilot their own decks, as well as to read their opponents' moves.
My 2 cents: don't bother the rank too much. Eventually you will climb high. For now, just enjoy your games.
The extra taunts help against pirates and shamans and Wrath is definitely worth the 40 dust. I like Ooze because it's rarely dead, but you can toss in a Lunar Vision if you want more draw, or even a Sen'jin Protector.
