More cities in the deck could be fine, why not, but you should have only one on the board allowed. And I would preffer to have extra slot for city card, so it would not be part of the board with minions. E.g. it could be placed on top of your hero - in other words it could enhance hero capabilities, and enrich gameplay
That is a really cool idea. It could form like a wall or add some visual to your hero and could be present next your weapon or something. It would be targetable by minions and spells like your hero but immune to hard removal solutions like your hero is.
Of course, there would have to be cards implemented into the game that could hard counter the cities because they would be too OP otherwise. I like the idea of Goldshire but I cannot see the value of Ironforge unless it has taunt. and then it seems a little OP.
People are saying Stormwind's OP, but I really don't think so. 9 mana to heal all your minions after the opponent has a chance to make a turn? And if there really are that many minions, I don't think the hero immunity will be the deciding factor in the game.
Basically what I'm saying is, I think it's a fine card and not OP at all. :)

These are really cool, at first I was thinking they were massively overpowered, but if "City" cards can't be buffed by effects on "minions" maybe they aren't
Majority of these high-cost city cards are too slow and easily removable; therefore making little to no use for the idea of 'cities' unless theres a new concept added into the game [battlecry, deathrattle, taunt, silence, etc]
Silencing "Can't attack" means that the card can attack, if it has an attack value.
In your example, it would still be Inner Fire bait. All the enemy has to do is throw down a city card, use some form of Silence, and then Inner Fire. Priests could do this in one turn, with the help of Silence. In very rare cases, other classes can do this combo with The Coin, if Inner Fire is generated through Lorewalker Cho.
I like the idea of "racial bonuses" to the randomly summoned minions, though.
Awesome concept. I do have a couple suggestions; City cards are not minions and cannot attack under any circumstances. Whenever a minion is played give it .... "text". The fantasy is as if the player plays his minions in a city, where the minions gain a special buff that is typical with the city. A city in my idea would cost 5 mana and is 0/10.
Rogue - Gilneas - Whenever you play a minion, give it stealth.
Paladin - Stormwind - Whenever you play a minion give it +1 attack and +1 health.
Mage - Dalaran - Whenever you play a minion give it +1 spellpower
Shaman - Thunder Bluff - Whenever you play a minion give it windfury.
Warrior - Orgrimmar - Whenever you play a minion give it and charge.
Priest - Exodar - Whenever you play a minion give it +2 health.
Hunter - Ironforge - Whenever you play a minion +2 attack

Cities don't count as minions, and take a special slot in the board (a 8th slot, you can have 7 minions and 1 city on the board). Your side of the board would change acording to the city, which can be targeted by minion's attacks normally but it's immune to spells, hero powers and battlecries (friendly or not,random or not) that is, crazed alchemist, cabal shadow priest, defender of argus don't affect them.
EDIT 1#: Onto my ideas: every city would have an ongoing effect, a battlecry and summon small creatures. The ones I made so far also interact with hero power (gilneas doesn't). They also all cost 9 mana.
If you can't see it: 9 mana, 0/12, rogue specific, "Whenever you summon a minion, give it stealth. Battlecry: Summon three Worgen Infiltrators and give all friendly minions stealth."
