These are the rules that remain consistent from competition to competition.
First, these are the rules about Posting:
You are allowed to submit
only one entry

collectible card, plus any necessary additional material or commentary (explained below).
You are allowed to post in this Submission Topic

You may not delete ANY posts you make in this Submission Topic
, not even accidental ones you may make over your one allowed, such as by double-posting or by accidentally posting something here that you meant for the Discussion Topic. If you do accidentally post more than once, inform any of the Fan Creation Forum moderators via PM, and we will handle it.
Speaking of the Discussion Topic, that is where any discussion of this competition should go. This thread is for

. If you want to discuss your card or ask questions about the competition rules or process, you can find a link to the Discussion Topic at the top of this thread. Plenty of folks there will be happy to help you out.
Once you have submitted your one entry, you are allowed to make
only minor changes
to it. Minor changes are things like correcting typos or making balance changes that do not alter the spirit of your entry as determined by we the moderators. If you want to make any changes and have any doubts as to their legality, ask us first.

Accompanying the image of your card, you may offer some
minimal additional commentary
to explain its design, balance, and/or other qualities. Flavor text is also welcome.
You
may not
submit any Gold cards or animated cards. (It's just a cheap attention grab tactic that makes it unnecessarily difficult to determine what class your card is for.)
Your entry must be a card of
your own creation
. We've been doing this for a while, so if you blatantly rip off somebody else's idea, we will know.
Remember that, although HearthCards is awesome,
you MUST host your card somewhere other than Hearthcards.
Save it and upload it to

, or some other similar site. HearthCards has a limited server space and will purge cards after a few days, and nobody wants your card disappearing part-way through the finals. We understand that there are some HearthCards memberships that will allow you to save your card there for longer (and you should totally get one of those just for general fan creation purposes, by the way), but we don't know who has those memberships and we can't tell from the URLs.
Fun and even humorous entries are perfectly allowed, but "troll" entries will be disqualified. If you're worried that your card may be misinterpreted as a troll card, contact a moderator before you submit.

How do we determine the qualifying finalists? First, we'll pull up-vote data from each submission using the formula detailed below:

The bottom line is that, although entries on the earlier pages of the Submission Topic are much more visible and thus receive many more up-votes than entries on later pages, you don't actually have to rush to get your entry in as soon as possible because the up-votes end up being weighted by what page your entry ends up on in order to determine its final score.
But wait, there's more! During each Weekly Card Design Competition, each Fan Creation Forum moderators will be given a
Wild Card
, which they can use to advance any one entry that they feel was initially overlooked or under-appreciated to the Final Phase, regardless of its final score. Wild Cards are our way of spicing things up a bit, but please don't ask to be given one or be upset if you aren't given one. These are just supposed to be fun.
(Also, it should go without saying that, while we moderators are allowed to participate in the competitions, we are not allowed to benefit from Wild Cards.)

Quests are unlikely to see a re-appearance. A bit of a shame because it was a cool mechanic. Not all of the Quests were properly supported either.
The Marsh Queen
for instance was only directed supported by Un'Goro, whereas
Fire Plume's Heart
had several sets of support beforehand. Though powerful given the right circumstances, some rewards (such as
Crystal Core
and
Megafin
) don't work as well as you'd think they would if your deck isn't tailored to support them. Additionally, it also relies on the RNG of being generated by the Chest, which also requires you to be playing Marin.
This is a death knight card from The Lich King or Arfus , it gives you great value much like some other death knight cards but is not useful if you are facing non-minion-based decks like Highlander priest.
A new Power Chord based on the ETC song of the same name, which was written to celebrate the addition of Death Knights to WoW. Pretty good AoE for the cost, and very Death Knight-y in terms of aesthetic.
I think I have to write more about the theme of this week and why I choose to submit this card.
One thing that has been bothering me for about 2 years is how Blizzard decides what tokens they make for those token-heavy legendaries. For non-token cards, it's easy to see: either a card is made to support a certain deck, or it is made to balance the meta, or it may be aimed at arena. But those token cards are quite different. They're not added to your deck directly, and even if you play The Lich King or Ysera in your decklist, the randomness makes the designs of every single one of those tokens less influential on the actual game (especially those Death Knight cards: there are like 10 of them; even if we delete one of them, there won't be much influence on the current game). So the question is: what is the purpose of us making new tokens to add to the pool?
To me, the answer is to minimise the RNGness of those token-heavy cards. We all see that what random dream card Ysera generates sometimes determines the game, which is not healthy for the game at least from my perspective. And in order to cut the randomness of the pool, we have to make token cards that are NOT game-deciding, so that every death knight card is an average outcome, and this lowers the RNGness. My initial idea was something like "1 mana death knight card. Discover another Death Knight card. If your hero is a Death Knight, this will always be the card your The Lich King generates", which makes those death knight card generating effects more stable, but unfortunately that's too many words to be put on a card. Thus I went with another direction: I want to make the card rely on the player's skill, which statically reduces the RNGness.
And that's why I made this card. If we have to roll a dice in order to decide which death knight card a player gets, then give the player a choice whether they reroll. Unlike Shifter Zerus whose transforming is not within the player's control, this card actually puts more skills into the game: how many cards should I play to refresh the death knight card? Is the average outcome better than its current form? Or in some cases should I waste some manas this turn so that I can have a guaranteed Frostmourn next turn? All these decisions would make the game more skill-based.
In the Warcraft world, the Helm of Domination (The Lich King 's helm) is what makes The Lich King, well, the Lich King. Whoever wears it becomes the new Lich King and gains command of the Scourge.
