Same stats, same cost, only now it freezes your hero, so you can't swing it on the same turn you play it. That will be a tempo loss for some cases as when you play a weapon, you expect to be able to swing it immediately. However this is still a great control tool as you can play it turn two, then turn three be able to remove something. Plus, since the hero gets frozen, Pirate cancer gets fucked in the process! :D
Now this is my pride and joy. Scarm is an OC made by Zeon-in-a-tree on Deviantart, that gave me the perfect idea for the freeze concept. This card is a 4 mana 7/7, however there's a big drawback: While Scarm is alive, your deck is frozen. (Meaning, you cannot draw cards at all until he's dead so your deck can thaw the next turn.) This can be good and bad. On one hand, this is great in fatigue warrior, as you stall card draw, and fatigue damage. On the downside, you don't draw any cards (Even if your opponent plays Coldlight) so if your hand is short on cards, your opponent could just focus on keeping Scarm alive as much as possible, keeping you from getting the answers you need. This I think will be the card I submit, as it's such an interesting concept.
I am pretty sure Scarm does not fit the rules. You've made up a new keyword, basically. Why doesn't your card just say "You can't draw cards"? You had to write that out in parentheses anyway, which indicates you should have just used that as the text to begin with.
I've said this multiple times, because the deck does get frozen. It follows the same rules as frozen minions does, where it doesn't thaw until the end of the turn. So if Scarm is killed, the deck would remain frozen until the end of the turn. So say a Mill Rogue removes Scarm from the field, then plays Coldlight. You would not draw cards, as the deck is still frozen, and would remain frozen until your opponent hit end turn. Same thing for you, as if you trade Scarm into a beefy minion, then played Shield Block, you would not draw a card, as the deck would still be frozen. The deck follows the same rules as if a minion or hero was frozen, so no, I did not just make up a new keyword, and that's why it doesn't just say "You can't draw cards."

The logical interpretation of that is that when Scarm dies or is Silenced, your deck is no longer Frozen. You're playing way too fast and loose with the Freeze keyword here. Especially since my wording would just be a better design anyway (Much simpler wording with negligible change in gameplay). What is the purpose of having your deck stay Frozen slightly after Scarm leaves play? It seems like you're just trying to shoehorn the keyword in where it's unnecessary.

Cold to the Touch: Should not have card draw. You forget, Kingsbane now exists. None of the Rogue weapon buffs draw cards as that would make them too strong. Remember back in beta when there was a 1 mana draw a card Combo: Draw 2 instead? Just remove the "Draw a card" then it's balanced. Also, change it from an Epic to Rare. There is no reason for it to be an Epic since it doesn't add a new effect.

O-o I think the thing you might be missing is that it can Freeze itself and Freeze 2 friendly minions. Regardless, I might just reduce its stats to a 4/9 or 4/8 (Like Stormwatcher) and just cut this card.
Ice Scupltor: I based the minion's wording on Faceless Manipulator. Is that a reasonable comparison?

Despite its simple effect, it's extremely useful and requires a bit of planning. Definitely my favourite card out of the 3.
Scouragelord Scram: Ehhhh, this looks like you're trying to circumvent the rules. You could just as easily reword this as "You can't draw cards".
Ironclad Inundation: Same opinion as before, I still like it. :P

As for Scarm, as I've said multiple times, given a detailed explaination to why it doesn't and why it's not just "You cannot draw cards," the way freeze works makes the deck frozen for longer, so if your opponent destroys Scarm on their turn, then your turn the deck would still be frozen for another turn. Just let Kripp explain it, for it's that, but with drawing instead of attacking.
Oh, one more thing about your wording for Ice Sculptor. Faceless's text is old and outdated. Cards like Prince Taldaram don't say "become."

Lol the shuffle is supposed to work the same way Benedictus and Malchezaar works. Gives you random cards to water down your actual deck and make your draws worse. I did this to make it weaker actually :p but I can remove that effect if you still think its too much.
Ironclad Inundation is pretty cool! I like it because it takes a niche effect with a niche keyword to make something very scary once the condition it met! Freeze Mage likey.
Scourgeland Scarm is also a really cool card. I was one of the few not freaking out over word choice because I honestly like it the way it is now (flavor purposes). Its fairly balanced and an overall solid minion.
However I think i'm siding with Ironclad on this one, xD don't be too upset, I do like both, but I feel like the former has a lot of cool applications that many can play around with it and I feel like it'll connect more with voters.

Cold to the Touch is kinda meh compared to Envenom Weapon. In which deck would it see play? If anything, this would be a cool Shaman card as combo with Ice Breaker.
Flurry Phoenix seems kinda boring. I don't see how this card would see any play. I mean, why play this, over any other Windfury card that doesn't have a downside. Even Frozen Crusher is probably better. Windfury exists too.
Ice Sculptor is probably the best card here, although it's hard to judge how good it is. I'd like Cold to the Touch more if it was a shaman card, tho.

Catching Cold seems like a weird name. The card should also cost 2 mana maximum, if not 1. It doesn't save you and it affects you as well, so I see no reason why it should cost that much. In general, I don't see a place for this card. Moorabi is probably the only real synergy and that doesn't seem reliable nor feasible, even with your own minions.

Ice Sculptor: Ice Sculptor is still balanced, but the wording should still be "Transform into a copy of it." Why? Because Prince Taldaram. I know you based the text off of Faceless, but Faceless is outdated, and all other transform cards say transform instead of "become" for consistency. Blizzard just hasn't gotten around to update it yet.
Cold to the Touch: Much more balanced. Though, I still think it should be a Rare.
Catching Cold: I think it should be 4 mana for that powerful of an effect. Also, LOL Freeze Shaman!
Cryogenic Armoring: Very good card. Very balanced. However, LOL Freeze Shaman!
Cold Tides Naga: The text should be "Freeze any minion summoned that costs more than this one."
Chillwind Battleaxe: Very balanced. I like it. But still, LOL Freeze Shaman!
You might be wondering why I keep saying "LOL Freeze Shaman!" Well, that's a joke I got from TrumpHS, because Freeze Shaman is, frankly, kinda a joke. The archetype is slow, and freeze feels out of place for Shamans. But hey, if you think you can make it work, go ahead. That's just my two sense.
Now, I've made some updates to Scarm. I've buffed him to 4 mana 8/8 since I realize that freeze actually lasts longer then I planned, so because of how Freeze behaves, I buffed him slightly from 7/7. Also, I reworded the text too to make it more clear that it's not just a "Cannot draw cards" effect.

There's a reason why I say constant winners should be barred from competing in certain competitions since they're so good.
I really like the Naga and the weapon. The Naga is pretty interesting but I think the way freeze interacts with a newly summoned minion doesn't actually prevent it from attacking come the next turn (might look into that). It could also be worded to say "whenever a minion that costs more than (5) is summoned, freeze it" which might work better.
I also really like the weapon, mostly because I also like charged hammer.

In regards to this whole debate, we should have stepped in sooner; I wanted to but didn't, and I regret that because it would have saved a ton of time for all involved (and space in our thread, for that matter).
The mods have come to the conclusion that this card is not allowed. Freeze explicitly states itself as "Frozen characters lose their next attack"; the deck is not a character, nor can it attack, and thus it has no relationship with Freeze. If this "you cannot draw cards" effect were to exist with a Keyword, it would be an entirely new Keyword that is not Freeze.

Chilly Peace Axe: This is not legal for the competition, as @CheeseETC made a proposal for the exact same card on page 1. The only difference being the name and the art.
Scourgelord Scarm: This is cool. I don't believed this is allowed tho, as the mechanic, as the competition is looking for a card that utilizes the Freeze/Frozen Keyword, which currently only affect minions and heroes.
