With the Defias having been defeated, Westfall has become a safe haven for the poor. So many have come that, there is no room for everyone. So lawlessness has taken over all of Westfall. With the rebirth of the Defias and the lawlessness on the streets, it is up to you to save Westfall in this new fan made expansion. In Westfall you can find all sorts of things. You can find members of the infinite dragonflight, you can find naga, murlocs, ethereals, and much more!
I will release the cards bit by bit.
The Neutral Legendaries:
Lore: Leader of the guards in Sentinel Tower
Lore: A sailor who was killed by indirectly by Old Murk-Eye
Lore: One of the admirals of the Defias.
Lore: The murloc captain of the Defias
Lore: The ruler of the Westfall thieves.
Shaman Legendary:
Lore: A shamanstic draenei who helps identify the leader of the Defias.
I feel like Cookie could be the first minion to get a dual tribe tag. He is a Pirate after all.
Admiral I think could be a little bit lower on his health value. Maybe 5 would be about right.
I really like Vanessa. That would be a good card in miracle probably.
I don't know that the Shaman card feels right. Maybe instead of discarding it you could have it increase the mana cost by a certain amount and then give him the same amount of overload.
If it gave him the same amount of overload the card would not be very good. Let's give an example of +5 mana. You are paying 6 mana this turn and 5 more next turn to get a 4/5 and increase the cost of a random card in your enemy's deck by five. It wouldn't be very good but thanks for the comment and your feedback on the other cards.

Vultros seems like it would be too little, too late for hunter. You would need to get this under 4 mana just to be decent I think. Most of your DRs are low cost minions. By the time turn 7 hits you want to be wrapping it up usually. Really strong potential though with cards like Sylvannas, Sneeds, Bowman, and Highmane. Very good though if you are going for a Nzoth build in wild with Sludge Belchers and such.

I still think that giving the shaman legendary overload would make it alot weaker but thanks for the reply! The hunter legendary will be better in the future since I am planning on adding some more expensive deathrattles for hunter.
hunter and rogue legendaries actually seem like cards I'd want to see. First of sergent sally is basically the rogue legendary backwards so imo i see it being at least balanced but you'd want the combo tag for consistency.
Hunters legendary should probably be a battlecry since its already so damn expensive. but otherwise they seem like viable non broken cards.

Thanks for the reply! I made the Hunter legendary a Deathrattle so that if you resummon it through N'zoth or something your deathrattles trigger three times.
That priest legendary is really, really overpowered. The amount of value you get from it is insane for a 2 cost card with fairly alright stats.

It's definitely overpowered through this reasoning:
Molten Reflection costs 4 mana
Enlightened One + Hero Power costs 4 mana
Molten Reflection gives nothing except the copy, this also heals a minion for two and gives you a 1/3 and then if they don't deal with the 1/3, you can copy another big minion and it's insane value.
You can also place Enlightened One on Turn 1/2 when your opponent only has a 1 drop out and then trade into that one drop and heal it. This is like Mana Geode but then if you manage to damage one and heal it again, there's suddenly 4 flipping copies of this. That's an incredible amount of value. Then you can play something like an Injured Blademaster, or just a Taunt like Tortollan Shellraiser that gets damaged and summon a large amount of copies of it just for 2 mana. This is definitely OP, and that's not even too unlikely of a scenario.
It's also not a dead card if there's nothing on the board. A 1/3 is not bad in a pinch early game, especially when it can be healed.
I'd either have it cost 3 mana instead of 2, or have it disable your hero power the turn it's played.
Thanks for the reply! Molten reflections was never really good in the first place but I do agree with you that this minion can get out of hand quickly so I changed it so that it only summons a 1/1 copy. Still strong but not too strong.
