First card I created. I think iit is fairly Balanced and has some nice uses stalling the board or destroying big stuff as an Icelance replacer in Freeze Mage.

I like it! But i think that a Shatter like effect, if the targeted enemy minion it's already frozen, destroy it would make it better, and if it hits a frozen hero, deal 8 damage instead.
I like this a hell of a lot better than OG Rag. This knocks out a minion guaranteed instead of praying he doesn't hit face. This can also attack. Awesome card.
Would change the freeze part to "freeze a random enemy" instead of "freeze a random enemy minion", so you can freeze and damage face as well and would be much more powerful, but not overpowered (I guess). I think it is a solid legendary for Mage if you include my change, since Mage got several board clears that don't mess with this card, making the single freeze useful and very powerfull since you can deal 16 dmg in the following turn to the face. Or if the board is empty you can drop it and then Frost Bolt face to deal 11 dmg from hand, also preventing the enemy face to attack. If the enemy can't respond it, he or she would have to drop several minions to prevent 8 from the 16 dmg it can deal, but it is easy for Mage to remove the other minions. Again, seems very solid for late game this way.
I would change the text to read simply "random enemy", so the enemy hero can also be a target, that would be consistent with the other two versions of Ragnaros.

I think at 8 damage the difference is very small (few minions with more health than that), sure a minion with divine shield would survive that, but this is a Mage card, you can always ping it. Keeping it at 8 damage I think keeps the tradition of all 8's from the other two Ragnaros.

I don't think the Shatter effect is necessary. Thus, the cardbox text wouldn't fit all the effects I guess.
You can see the 8 dmg to frozen enemy as Ragnaros cracking the enemy inside of the ice, or a swing of his hammer on the trapped enemy.

If that's too strong, maybe change all enemies to 2.
