You just deleted a 4 mana spell's (Shadow Word: Horror) drawback (your card destroys enemy minions, not ALL minions), attached it to a minion with 2 mana worth stats, and made it 3 mana. I mean, that is the exact definiton of overpowered. It should be at least 6 mana...
And rarity doesn't change anything. If it does, why is Bloodmage Thalnos 2 mana when Novice Engineer is also 2 mana? Shouldn't it be like, 0 or 1 mana? Of course not.

You didn't get it. Shadow Word: Horror is 4 mana. 2/3 is 2 mana. You are combining 2 of them, and removing the drawback of SW: Horror, and making it 3 mana. What? That's not fair at all...
However, if we do basic math: If you remove SW: Horror's drawback it becomes like a 5 mana card. And 2/3 is 2 mana.
So 5+2= 7. This card has 7 mana value. It's a legendary so it can be better. 7-1= 6. This card has 6 mana value as a Legendary.

Seriously, you have no understanding of this game. It would be a staple in EVERY DECK, even aggro decks themselves to counter other aggro decks. People would get rid of their whole hand in mulligan to find this against warlock / shaman / mage / hunter, which is like 85 percent of the meta.
Also, just because it's a legendary doesn't mean crap. Legendaries are strong, but that doesn't mean they are more powerful than other cards. If this weren't the truth every deck would be all legendaries. Legendaries shouldn't fit in every deck, except your problem is this one does.

Battlecry: Destroy ALL enemy minions with two attack or lower
The purpose of this card is to give a sort of comeback in case they lose the early game.
So.. Basically a 2 mana body and a 4 mana spell put together in 1 minion.. For 3 mana.
Considering the fact that this card has a very specific use, and if it isn't in your opening hand, I think it all balances out.
