Nope. I voted average, but it's between average and bad and probably won't see any play. Deal 4 damage to a minion is not really what elemental mage needs. If this could go face, then we would have probably a really strong card, but minions only = bad
And you probably only have this for 1 mana much later in the game where it's no longer necessary. But even with a perfect hand, you only have 1 fire fly out, and on turn 2 you can only kill 1 minion with it + another firefly. But in reality often hero-power is better to keep a card advantage for later.

Even if you can get this to work every time, because you play nothing but elementals for all of your minions, this is still not that impressive.
For the times it doesn't work, or can't work, this is terrible. What if you don't want to play this spell the following turn? What if your opponents has a stealth minion (like all of these Spirits are)?
I would rather just run Fireball, so I can go face OR I can kill a minion with 6 health. This will not make my elemental Mage deck.
Nice Hench-Clan Thug counter. 4 HP isn't an overly common breakpoint in the current meta, though.
There's some potential synergy with Cosmic Anomaly, though. Something like T4 Fire Plume Phoenix into T5 Cosmic Anomaly plus a six damage Scorch is a very swingy mid-game.
I think the issue with Wing Blast wasn't necessarily that it was a bad card, it was that Deathrattle Hunter didn't need that kind of removal and 4 damage isn't a significant flashpoint right now. 3 damage is important, and 5 damage is important, but 4 isn't right now. Spreading Plague rotating will probably change that, which is why I think this card will languish for the time being.
However, Big Spell Mage doesn't have a lot of small removal, they might retool with an elemental package to compensate if Dragon's Fury dealing 4 is something the deck can work with.
Arguably worse than Wingblast since Mage has so many single-target dmg tools already (and HP ping). Elemental Mage is a crowded deck already, I don´t think this can fit in, or at least not two copies, MAYBE just one... and it´s easy to remove later on, since it´s not something vital for the deck.

Its meant to be a cheap instant spell which perhaps gets buffed if the target is inflamed.

Meta defining for sure. This card is a very good reason to build elemental mage.
In a vacuum, this is obviously quite a good card. But...
1) Book of Specters problems
2) Don't be baited by the elemental condition, it's always harder than you expected
3) Wing Blast doesn't see much play

Wing Blast isn't something you have to build your deck around, and like others aid, even it isn't too popular.
Free to try and find a game, dealing cards for sorrow, cards for pain.

Galavant Animation
Terrible. There isn't a scenario you would use this over fireball in any deck. Even frostbolt is better than this.
Ele decks are minion heavy and a spell that can't hit face in a "tempo" deck, is a bad tempo deck.
