That's a pretty good reason to make legendary spell a crap, after all, many classes got crappy legendaries so I don't mind my favorite class getting a crappy one, atleast the design is also nice.
The average random legendary result is something in between meh and garbage, so given that and the high mana cost of this card we can conclude that it's a bonafide dust collector. Shame, really.
This spell should be around 5 mana and would only be used to upgrade a bunch of cheap minions to (probably) more expensive minions. At this cost you need a board full of totems or it's a dead card. Random lengendaries aren't better than constructed deck minions otherwise. I'm gonna say dust it.

It can make Kalimos, Primal Lord better with his mini elemental option. I mean I'm not sure how many board fill cards you want in your deck, Onyxia ? Primalfin Totem has also been mentioned by others and I think that is a reasonable standalone card. However it will become some kind of value Shaman deck and we all know how well those do in the meta :S

8 mana overload (1) and 2 cards for 2 random legendaries is really bad though
maybe casting two of the 1 mana spell might be okay but i don't think its worth it

i think that this means that also minions in the deck will be transformed , if thats not the card is not good
This is a 'win more' and not very good at it. If you had Bloodlust with a full board or this card on turn 7, which one would you play?
Most good legendary minions tend to have some sort of Battlecry and/or Deathrattle. So you are simple trading stats, but not upgrading either.
Because Blizzard has put legendary minions at all different costs, you could get a 1 drop or a 10 drop, but it still doesnt win the game.
This does make other cards better just for existing, but I would never play it in any of my decks.

Don't deserve the slot but it is extremely good when you get one from Hagatha.
