I suspect what it comes down to internally is that the balance team didn’t do it.
The change was likely done by a mechanics/bug fixing people who were going through seeing cards that don’t function the same as similar cards and moves Tess to be in line with similar minions (Yogg) and since they weren’t the balance team they didn’t consider it like that.
While I don’t really care, I do thing Blizzard blundered into this one by lack of coordination and thinking. And they proplbably need to do something.
You can play around the change (LOL). But this is definitely a nerf. Does not matter how you look at it.
It has a very very very little effect on gameplay though. You never hit the 30 cards cap but since she can kill herself you have limited card choices and plays. It works different than before (does not matter to what extent) and become just a little less powerful. (haha Tess is not powerful though)
Why don't we get refund? Cause every refund was a gift from Blizzard. Show me a proof that we deserve anything. It only depends on Blizzard guys. Cmon!!!
How the hell are you guys even managing to play more than 30 opponent cards per game when there are only 30 cards in your deck? I mean, sure it's a nerf, but it really just seems like a technicality. Also, sure, being like post-nerf Yogg is a nerf, but replaying hero cards is a simultaneous buff, no?
I got her from a card pack for free, and even though I'll get crucified for this, I personally DON'T want Blizzard to give us the extra dust for her, because I'll probably dust her for free dust, even though I love the card and my Burgle Rogue. Basically, I don't want an incentive to dust her because it's a cool card I enjoy playing and still will.
Own both Shudderwock and Tess, did not feel like change to Shudderwock required a refund.
However, "Tess Greymane's battlecry... will stop if she is silenced, killed, transformed, leaves the battlefield..." In a number of situations this ^ will make Tess worse than she would have been before the change and I think a refund is deserved.
I give up. This nerf is a nerf on par with Yogg. You guys deserve 1600 dust. I am wrong. The numbers win. I'm tired of arguing. I'd rather give in and adopt an opinion I dont believe in.
Oh, I'm sorry you had to take that painful and difficult decision my dear Kaladin/ScruteBucks, but...
Anyone who fought to say Shudderwock didn’t get nerfed and now says Tess is nerfed is super wrong.
also: just like Shudderwock, Tess’s changes/nerfs/whatever you want to call them don’t change the card in a fundamental way, especially since both cards only play previously played cards. Yogg plays random spells and is only based on the number of spells played.
Not the same.

Rage quitting: the best way to ensure your opponent knows they beat a giant baby.
It's not a nerf, and you don't deserve free dust for it.
Probably the most ignorant of thoughts on this. "If you forget the past, you are doomed to repeat it." Yogg was nerfed in almost exactly this same fashion. Here, they are not referring to it as a nerf, when they should. You do know that nerfs concern diminishing of gameplay, correct? This is a diminishing of gameplay. If they are going to call this a bug, and not a nerf, it's actually worse for them, because it shows us all that they are publishing content before it's technically finished, meaning they are rushing content out the door. They should be giving people refunds because it's the right thing to do.
Thank Yogg you're not in charge of PR anywhere. You'd sink that business quicker than that iceberg sank the Titanic.
Anyone saying they're "glad", or "happy" there is no dust refund on Tess, you need to look at yourself in the mirror and ask: why do I follow an anti-consumer mentality when the precedence set (Yogg) tells us a dust refund is warranted and deserved. The precedent point coupled with one of the LEAD designers of hearthstone stating unequivocally that the card would work like Yogg pre-nerf makes this clear cut, as least from ANY reasonable perspective. Again, if you believe it's right to offer no dust on Tess think about the point's I've brought up, because anyone contrarian to that is simply and purely a shill for the corporate business model: to be anti consumer.
It IS a nerf. Tess now requires more thought before you play. Tess pre-nerf: If you played a twisting nether that you stole, Tess would still play whatever cards she had left AFTER death. Post nerf: She is now a twisting nether.
Edit: shouldn’t change much tho, but idk if it is worth giving full dust back.

Shudderwock wasn’t nerfed because the odds of the changes having a negative impact are all but zero. It was actually buffed in the sped up animations make it feasible to play more Shudderwock a in one turn, a situation that could arise in normal gameplay.
Tess was nerfed. Not for the 30 limit which is irrelevant, but because of the change that it stops it’s battlecru when silenced or removed. That makes it significantly weaker than it was
This is so clearly a nerf that I can't believe people are buying into Blizzard's rhetoric of "bugfix" and "gameplay improvement".
Mike Donais explicitly said the card worked like pre-nerf Yogg, which made a lot of people craft it. Turns out now she got nerfed in the same manner as Yogg. And some people are really buying their crap.
The order on Lynessa is also a nerf. You could Dark Conviction and Dinosize first then play stuff that doubled attack/health. Now you can make your 18/30 Lynessa only to get Dark Conviction proc last to put it at 3/3.
The only bugfix is really the Jungle Giants quest proccing when you play a 4 attack minion adjacent to a Dire Wolf.
Tess and Lynessa are obvious nerfs and Blizzard is trying to get away with it in the most scummy way possible.
Stopping the battlecry if Tess kills herself, whereas she didn't before, is just as much a nerf as it was to Yogg. Screw the 30 card limit, if she kills herself on the first battlecry, it's a far weaker card. Nerf. Period.

I wasn't planning on going for a run today. But those cops came out of nowhere.
Actually since she worked like pre-nerf Yogg and now works like shudderwock she should be able to be disenchanted for full dust cost, the shudderwock "nerf" didn't deserve a refund because it already stopped its effect when killed or returned so the change to shudder was more of a QoL because the card's power level barely changed with its adjustment, but since Tess was released as a pre-nerf Yogg that kept going even if she died or elft the battlefield, and changed to stop if she left the battlefield, the power level of the card from before the change and after the change, varies considerably, and a full dust disenchant is actually in line.
On the other hand and following the same logic, Lynessa doesn't need a refund.

This is new kind of nerfs for avoid refunds like with Shudderwock what surprise 2 legends greedy Blizzard
This bs nerfing a card that not even in the meta.
Blizzard reserves the right to make any changes to the game, at any time, for any reason, without compensation.

Dead but dreaming
This is literally the same nerf, as in the words of the devs, they applied to Yogg. Same nerf, same refund.
