Well, my first thought was "wow, an all AOE deck would love this card" but then I started thinking, and even when you AOE, you usually want to choose which one to use. Casting Flamestrike on a board of 2/2's is nice, casting Volcanic Potion is much better, and casting not being able to choose the exact AOE can really be game-losing against aggro decks. Instead of playing this card, just put another AOE in your deck, or a late game threat that's actually threatening, there is a huge variety even if you ignore The Lich King.
Getting a free Flame Strike/Blizzard/G. Arcane Missiles with a 4/7 body, even if it's not ideal is still good. Pretty much no matter what. Plus you know what's in your deck and what you have the highest chance of pulling. It's like a better version of the joust mechanic.
I think Volcanic Potion is too risky with it in general, though.
Elementals and Keleseth provide the early game with Blazecaller and Geddon providing late-game removal. Artificier and one of the big spells allows the mage to heal back up. Archivist and Spiteful Summoner are pretty much guaranteed to be massive board swings for you.
Wouldnt quite prolly it that way but the gist of it is covered by the concept of controlling what you draw the new secret actually works pretty good with it as well acting as a fireball that removes minions and does face damage. To play him with a traditional mage deck wouldnt work to play him in a deck where hes going to pull specific cards could be extremely powerful you could do similar things with other classes as well but mage freeze mechanics are so strong pulling him could potentially give you 3-4 turns your opponent is forced to retort to removing him without minions. Which some classes like druid that wont be very easy.
Yuck... there is nothing I like about this card except the 100 dust. I generally put cards in my deck to serve specific purposes and randomly casting spells (FROM MY DECK... increasing fatigue) on random targets (decreasing a spells impact) is a loose/loose. I don't even think it'll see meme play... maybe but still totally dustable.
Your looking at this from the aspect of running cards in your deck like fireball ... doesnt work with this card. Instead of cards like blizzard and its not increasing fatigue as its not pulling the card from the deck as it doesnt say PLAY....its chosing a card copying the spell and casting it without removing it from the deck. So its like I only have blizzard left in my deck. Lets cast blizzard this turn...next turn lets do it again, lets do it a 3rd time wow look at this blizzard value. I just locked my opponents board and cleared it. With 1 card mean while i got to smash him in the face unhindered while this stayed on the table for x turns.

You know it'd actually be great in quest mage. Free Frost Nova, Blizzard, Cabalist Tome, even Primordial Glyph every turn -- thinning your deck and stalling your opponent every turn would be pretty sweet.
Just use double Simulacrum instead of double molten reflection to get your Sorcerer's Apprentices.
Doesnt say that it removes the card from the deck as its not play if its pulling it from the deck and casting it which doesnt indicate that it is then it would not be as good but being able to pull blizzard or nova every turn would basically turn it into a lock down mechanic for board presence meaning it is based on my understanding capable of locking out your opponent indefinately till its removed.
There are just alot of ways this card can get repeated value played correctly and not in the way that most people think to play spells your giving up your ability to target things in exchange for repeated use of cards in your deck.

Your deck has Blizzard, Flamestrike, Cabalist's Tome, and (crazy I know) Greater Arcane Missiles. Basically, all spells which hit only enemies. Run small minions (maybe elemental package) to power you through the early game and then big spells to push you through in the late game? Eh I think it could see tier 3 if it gets more help this expansion.
It's statements like yours that forces Blizzard/Team 5 work in a wrong direction. All expansion until now had an tremendous power creep in it, while Kobolds don't and that's great. I dislike too much powercreep and I'd rather see Blizzard working on expansions like this than Powercreep-Expansions like Gadgetzan, Ungoro or KoFT. I like more decent expansions with less powercreep and then balance the old stuff would be perfect.
It's not about power level. It's about releasing high-rolling RNG crap over and over again that on top, has RNG targets.

I voted "playable". I can see this working in Shaman decks for example, because it could cast Feral Spirit, Lightning Storm, Devolve, Evolve, Maelstrom Portal and Spirit Echo for you without any negative results possible (not saying all these spells are viable, but could be experimented with).

Cast a spell from your deck sounds to me like it will. If it doesn't it might be very OP, but i think it will be like all the recruit stuff as they seem to like to stick to their theme. Recruit does remove from the deck, so i'm pretty certain it won't be a copy that is cast but the actual spell from the deck.

I have a sneaking suspicion they are going to be reworking said mechanic, see The Runespear. Its still shamanstone **** me.
I really do think they are going to do a "sneaky patch" to that mechanic, like they did to Naga Sea Witch.
