Decreases cost of minion for each minion you discard decreases cost of spell for each spell you discard during the game.

He made in on Hearthcards or some other means himself. In terms of the idea, it's pretty busted no matter what the mana cost is, so the likelihood of the official weapon looking like that is low. An Emperor Thaurrisan weapon is kinda gross.
Also, the grammar itself makes the effect a bit harder to decipher than it needs to be. In Hearthstone-speak, it would read: "Reduce the Cost of your cards by (1) for each card you've Discarded this game".
Yeah but the problem is when you discard a spell it will decrease cost of spells and if you discard minion it will decrease cost of minions so it is not actually that busted also decreasing cost of something with discard mechanic is pretty balanced because even if the cards cost 0 mana you will not have enough card to play.

Something more akin to the latter, but probably more simple than that. Like 'whenever you would discard a card for an effect add a 5/5 demon to your hand and discard it instead'. Would have anti-synergy with Silverware Golem and Zavas, but eh.
Granted it'd also have to be REALLY cheap to be worth it.
Or, since they like to give Warlock really powerful expensive cards -- it could be something more along the lines of:
"Whenever you summon a demon, discover a card that you discarded this game."
I've always thought Atiesh was the more realistic means of completing the seals. Now you can get Atiesh back with Rummaging Kobold. Which means, you can even spend charges of Atiesh on removal.
By the time you summon Azari you and your opponent have either fatigued yourselves or you're already dead. The seals should become cheaper the more you throw. I don't think this will see play at all.
The problem with this card is EVEN IF YOU manage to get through the silence on the minion and then not counterspell the seals. By the time you play the Pit Lord that destroys your opponents deck its probably only gonna be like 2-3 cards left in his deck........ Imagine destroying at least 10 cards that would be legendary.

But IF you actually go that far with all the tempo loss etc, you are most likely facing a control/attrition deck. And sending them 3 turns earlier to fatigue than you, will likely win you the game.
Destroy opponent's deck? What is so special about it? Seals mean an imminent destruction, end times. The 10 mana minion should destroy your opponent, kill him, just like special ability from Uther of the Ebon Blade.
Could people complain too much (cause could be played on turn 10)? Ok, so add a countdown: "Imminent Death: opponent will die in [n] turns". 3 turns, 4 turns, anything below 6 turns. IMO, 3 turns is perfect.
That would be good. A lot of drama.
But just "destroy your opponent deck" is kinda weak, in card value and meme value.

So realistically:
Turn 6: Play Rin.
Turn 7: Play Seal 1
Turn 8: Play Seal 2
Turn 9: Play Seal 3
Turn 10: Play Seal 4 + 5.
Turn 11: Play Azari.
Six turns of playing over-costed garbage minions. So you're either dead to aggro or dead to midrange or (probably) dead even to control.
Not going to stop me PLAYING it... probably in Wild with some janky bloodbloom garbage :D But yeah... bad card is bad.
