If you say to yourself "I need a big finisher that doesn't tank my winrate against aggro" you will find it difficult to come up with anything better than The Lich King unless you have a class card that fits the bill. The strength of the card is that it is quite good against aggro thanks to the taunt, and quite good against control thanks to the value it (often) generates. It's the kind of card you can include in almost any non-aggro deck and never be too unhappy about it.
But there are problems. First off we have the state of the meta. Generating value is meaningless even in most control matchups today, since they are often either about just surviving until the opponent simply runs out of threats (Big Priest, Jade Druid, Control Warlock) or putting on pressure before some insane combo becomes active (Quest Mage, Kazakus Priest). The only control matchup I can think of where value actually matters is against Control Paladin, and the rare Frost Lich Jaina Mages.
The second problem is that many decks can't properly use all of the card The Lich King generates. Milling yourself is often unacceptable for many decks, even if it means clearing the board or getting ahead, due to crucial combo pieces or the threat of fatigue. It's actually a more suitable card for midrange decks like the old Tempo Warrior, Dragon Priest, etc, that care about board pressure over everything else, but that unlike aggro decks do run high cost cards.
The third problem is that both The Black Knight, Big Game Hunter and various Silence effects are very common at the moment, which makes The Lich King significantly worse.
So it is a good card, but it's just not its time to shine at the moment. Dismissing it as sucking because it's not crazy good at the moment would be like saying that Malygos sucks, even though it has been in several tier 1 decks over the years.
It's in the top ten legends of this set, but it doesn't belong in every deck. Lich King is a 51% win rate card, making him, from a design perspective, one of the best designed cards of the set, since he is not breaking anything, he is a valuable addition to many specific decks, but is not really broken on his own.
He's not super OP, but he is better than:
Deathstalker Rexxar, Hadronox, Professor Putricide, Arfus, all the princes, Valeera the Hollow, Scourgelord Garrosh, Lilian Voss, Archbishop Benedictus, Rotface, Bloodquen Lana'thel, and Moorabi pretty much without question. It's not that he's OP or bad, he's just totally averge, which makes him MUCH better than the surprisingly large number of totally trash legends printed this expansion.

I don't call "totally trash legends", are fair and playable cards.
Fair and playable cards don't have a chance in a broken meta, until druid be fixed we don't have the chance to see the potential of a lot of cards and the 3 DK you list is a very good example of that.
I must admit I was surprised how they handled him, I thought because of the hype of being one of (if not the most) renowned characters in Warcraft, he would either be ridiculously overpowered or they would throttle him to being useless. But as it is, he's a decently balanced card which will find a place in midrange-control decks for quite some time.
But personally, I am not a fan. Far too often he's giving me Doom Pact, which more often than not just sits in my hand for the entire game.
So true. I rarely get TLK to last more than one turn. I find myslef trying to get him to give me two cards. If I don't and get Doom Pact, I'm generally screwed. Especially because I tried to play it with a Hunter deck.
You have to use in a deck you can play any card he give you, 8 manas is too slow for aggro and cards removing your deck is too risky for control...
This mean he is great in midrange decks.

I disagree. I think Lich King is a great value card and i've been playing it in various decks and he is perfoming amazing for me. I rate him 7/10.
