I mean... Hunter with easy board wipes would be... really sweating stuff for its opponent and would be a new area of Hunter power. I like Toxic Arrow, it is versatile which Hunter needs more of.
Also, if Wild Cryomancer ever gets printed, "Deal 1 damage to all minions when your opponent casts a spell", this card can kill your opponent's one without losing your board. Kappa
Hard to envision times when this is better than Hunter's Mark other than super early game. May be wrong, but just seems a little too hard to utilize easily for it to be worth running.
The card is bad. But as an interesting sidenote, this might be the most significant way that giving Immune to a Minion is better than giving Divine Shield (a topic brought up by the new 3 mana 2/4). If you give immune to a small minion with either Bestial Wrath or the 2/4, you can toxic arrow dealing no damage, then trade and leave yourself with an annoying little guy to deal with. Could be significant if Blizzard expands upon the immune keyword.
It's sort of like a semi-situational Choose One card, with the choices being Arcane Shot and Hunter's Mark, with 1 mana being added to the cost for flexibility.
It's cute but it strikes me as just too fair of a card to see play. If control hunter ever becomes a thing, this could be a one-of but even then you're likely better off with Hunter's Mark.
Junk, rogues plague scientist is so much better since you get a 2/3 and don't actually damage your own minion for 1 more mana and a combo condition, and do you really want to spend 2 mana to deal two damage to an opponent minion?
If only you can damage your own face and use eagle horn bow to poison kill your opponents face.
It's got good flexibility, a very early game removal, or a conditional removal afterwards. But it costs too much, wasting turn 2 just to kill a minion against aggro isn't the play to save your ass. Should be 1 Mana.
As for late game it becomes a very situational removal, can you sacrifice a minion to kill an opponents? Likely no.
It was a good concept, but poor execution. Thusly card is 2/5.
