If you use it to combo with Ice Breaker - it is a 2card combo for 4 mana that makes you take 3 more damage. You'd rather use Hex.
If you use it on your own minion that is already on board - it is bad value and only an okay play if said minion was going to be value traded into and died for free. Note that you can't attack with it and then freeze it because then you'd have to skip an attack with a bigger minion.
At least it is an epic so Shaman won't suffer from getting it in Arena.
Use this on a Taunt or a Totem and you don't care about the freeze anymore: your opponent must attack a more solid taunt (a turn 4 6/8 Tar Creeper...), or you have a 5 or 6 health totem (3/6 Mana Tide Totem anyone?), good luck for killing it fast!
Add to this the possibility to freeze a dangerous minion just one turn for, for example, rush your opponent or disable a trade, or in last resort, to one-shot a minion with a Ice Breaker...

If you attack first and then cast Cryostasis on it there is no downside. Sure, it's a slower buff, but the freeze effect is going to be gone at the start of your next turn. Also, as already mentioned, if Moorabi is out, you made a copy of something.

That's not true, mate. If a minion is Frozen, if misses its next attack. So, if you attack with a minion and then cast Cryostasis on it, it won't be able to attack next turn.

The whole point of buffs is that they have charge .
And please don't tell me they want shamans to use this on their opponents minions .
Very interesting idea. It's almost certainly a bad card, but it can make for some interesting situationally good plays.
