I mostly voted Elise because she is the only flexible neutral legendary. All the rest of the cards included are either class specific or only work well in a few specific builds. Considering how many of the legendaries are class based, it really depends on what you want to play. You will definitely be 'safe' crafting the paladin and rogue legendaries (not the quest, quest is a bad card), but you will regret it if you don't like/never play them.
If you are still missing cards from previous expansions, I would suggest Patches, Finja, N'zoth, Aya Blackpaw, leeroy, alexstraza, or bloodmage Thalnos all as flexible and widely applicable (more or less) neutral legendary cards. There are other good ones too, but mainly class specific so I wouldn't recommend getting them unless you plan on playing that class (like Tirion is an awesome card, but if you aren't also going to invest in getting Ragnaros the lightlord and Tarim, you are wasting your dust).
why u didn't put Lyra the Sunshard in the list? i think lyra is the best. i win so many games just because of lyra. it's safe to craft it and so fun to use it !

I crafted the Mage quest on day 1. I really like Mage, so I have a bad habit of insta-crafting the set legendaries. Did the same thing for Solia and Kazakus after MSoG (no regrets on Kazakus, but Solia... eh).
Anyway... instantly, people found use for the quest (exodia mage) and I really didn't like that playstyle. But the quest is useless for everything else. Tried it in a wild reno deck, but once again, if you aren't using it to get a TTK off, then you might as well not be using it.
And then, as it turns out, exodia mage kinda sucks anyway! So yeah... would have rather spent that dust elsewhere. Luckily I didn't insta-craft Pyros as well. That would have made me extra sad.
Crafting good neutral cards safer than class cards no matter how strong class card is. In this case Just because Elise is a neutral card it is safer than any other class card.

Pyros is strange.
The card conception overall is pretty weak, it sinergize w/ deathrattle & elemental but...in a bad way, kinda.
But hey, we've got anomalus and flame leviathan! Pyros is ok, if you look behind...
I voted for Elise the Trailblazer and Sunkeeper Tarim. Both good and safe crafts. I love Elise and she is, in my opinion, more fun to play than the Elise Starseeker and she is nuetral so good for any deck. Tarim is just a good card for Paladin all around. The reason I recommend Elise first if you still plan on crafting her is because she is nuetral while Tarim means you have to play Paladin if you want to play the card you crafted and you also have a chance of getting Tarim from Stonehill Defenders.
I crafted elise and doubt I will craft anything else this expansion. Quest rogue is so boring and it's also getting countered by aggro. Pirate warrior is much stronger than taunt warrior. Im saving my dust for next expansion rather than craft any class legs that probably will just get power creeped anyway.
I'm also a fan of Miracle Rogue and Sherazin has tempted be over and over again. But just because Eloise and some other guys made it to legend doesn't mean it's safe to craft. I'm even hearing complains from high rank people in one of HS groups that I'm following complaining they got stuck recently on the ladder, and opted to play other midrange deck instead to climb.

I don't know if you're just looking for legendaries, but Primordial Drake is an amazingly safe craft over all.
Depends on your collection, but midrange murloc paladin seems to be a fine deck currently, so keeper is a good craft if you have the rest of the deck.
Elise is overall the safest, as it can easily be added to any control deck, and even some midrange decks.
Quests are a big question mark currently. Other legends don't seem to be on the same level of safeness.

But I don't see warrior quest . I think that's a safe craft as well because it provides an inevitable win condition .
Rogue quest is by far the best reward of any quest and usually game winning but requires a gimmick deck build around it so it might not last .
Seems Sunkeeper Tarim and Elise the Trailblazer really stood out...i recently started to see some play in Tarim, could be fun.
Elise on the other hand...she feed my lust for trolling and upredictable deck, and is pretty solid at the same time.
Shall decide in few hours.
Note: i give up on Sherazin. Miracle deck is fun, but is an overexploited mechanic, i did played miracle rogue too much to enjoy, I'm afraid.

I guess Kalimos should've also been considered one of the safest ones.
