The card is meant to bring value in the late game when you play your raptors from the quest .
If you still have doubts think about it like this : priest hero power is essentially give +0 +2 and is considered the best hero power for board control in the game .(except juraxxus of course)
Steamwheedle Sniper once was prophesied to be the rise of control Hunter too.
All I see here is another 2 damage to face be it via a minion now instead of directly to face. Might increase Hunters winrate vs zoo when your beasts get buffed and you out board control the zoo player. And Stampede guarantees that you don't run out of cards.
All we are getting is a Zoo hunter at best.
How can you compare a minion -- with an effect that disappears when the minion dies -- to a spell that makes a permanent change?
You can't.
Any minion buffed by this power that survives to hit face more than once (even if you don't use the power on it again) has already doubled the value over the Hunter's natural hero power. The +2 health only makes this more likely to happen.

Completely agreed, this is "dust" tier card. Extreme garbage... I cannot believe my eyes when I saw the poll. But what could you expect when people said "dust" to Patches and "meta defining" to N'Zoth.
What people? The vast majority of people knew Patches would be broken the second they saw it. And how can you actually claim that N'Zoth isn't "meta defining"? It's been used in a number of big meta decks and completely dominates in wild. This card is definitely going to see some play whether or not you think it's dust. Hunter's hero power is worth about 0.5 mana (2 damage to face) as you can compare it to things like Sinister Strike and Arcane Shot which are inherently better. This hero power is worth around 1.5 mana (2/2 buff) as you can compare it to things like Mark of the Wild, Divine Strength and Mark of Y'Shaarj. So a 0.5-1 mana increase in value on the hero power pays off after about 3 or 4 uses. Ofc there will be situations where the value comes immediately (for example, a minion surviving a trade) so it's difficult to judge its value but it's definitely good.

Sure, I might be wrong... who is always right? :) If it somehow becomes meta defining and someone calls me on it I can say I was wrong sure. For now I think it's garbage card

I think the viability of this card is entirely dependent on how good hunter is going to be in the meta in general. I think giving your beasts +2/+2 for 2 for the rest of the game is a huge effect, since you can't really let a single beast live or it could get out of control, but it's certainly not for every meta.
Edit: my biggest worry about the card is that a second copy is useless, and thus you won't reliably draw it.

Nobody would use a Nightblade over Corrupted Healbot with no deathrattle and call it a tempo play. Sure, you have the initial cost of the spell and the fact that it's a drawn card which throws a wrench into your tempo but once it's played, it's clearly much better for tempo.

When you evaluate a hero power, you need to compare it to what it does in the one turn it's used, not over the course of the game since you're choosing to use it over another card at that moment. If that was the case, I could compare the Dinomancy hero power with Explorer's Hat on crack where I get it back even without the Deathrattle and I get +1/+1 more and value it at 4 mana. We're looking at the effect over one turn. Two damage to face is valued somewhere between 0 and 1 mana while a 2/2 buff is valued somewhere between 1 and 2 mana.

1. 2 mana do nothing or 2 play another card instead? I think play another card is more Tempo oriented. Steadyshot don't need a card. Also, without board +2/+2 do nothing again, this is why priest hero power is not great in tempo. Is more a value hero power.
2. Ok, Explorer Hat is a better comparation. You are right here. But the diference of mana cost just show how much slow is buffing things.
This Card's way too fucking good. It needs to be nerfed, I'd settle for it changing to maybe give a random friendly beast+2/2 or something but I keep getting bent over by stupid buffed up minions

Yep. I said it's 100 dust and people laughed at me and spoke some theories how it's value. No one explained how they calculated it's value tho...
Bad in literally any imaginable situation. Any 2 drop, literally even idk Bloodfen Raptor is better early-mid game game, and if you seek long term value then place some 7-10 mana card and GG more value than Dinomancy. It's just bad.
