There is approximately 100 dust per pack, on average (assuming that you disenchant everything in the packs).
Every set's packs have the same rarity distribution, so it doesn't matter which set's packs you buy.
If that's your plan, I'd recommend buying Classic packs, since then you have an (admittedly very small) chance of opening golden Ragnaros or Sylvanas and saving yourself a bunch of dust.

Usually devil is in the detail so i thought a thing...that guy asked Brode about refound but specifing an unpack scenario...what if we craft them to dust them later? Could still work really? Are we really sure Blizzard Guys are a bunch of idiot? Maybe is just a gift for every1?

Seriously, it would be ridiculous for them to create code to only allow people to get the dust if they got the card from a pack vs if they crafted it after the announcement. It's not like Blizz will be gifting that much dust this way, only 3700 dust max per player that doesn't own any of these cards whatsoever and decides to craft everything + DE them afterwards. This is a highly unlikely scenario, as someone who doesn't own these cards won't have enough dust to create all of them. So you'll see some people will get a little boost by getting a free Rag/Sylvanna's, which is a nice gesture from Blizzard. In reality they probably save more dust this way, as people won't be DEing they're multiple copies of any of these cards, which I imagine would make the rich richer. This way rather gives something to the poor so to speak.

In this case it would be interesting craft golden Sylvanas and dust it later to get 1600 dust for free(still not having Sylvanas in future), or crafting normal one to keep it for later uses in wild and not gaining neither losing any dust. I only have normal Ragnaros atm just to be clear.
You can get refound only for 1 legendary not for both of them reading carefully the article so watch out!
They'll refund as much as you can put in a deck. So that's 2 of each of the commons, and 1 of the legendaries. Golden prioritized. Yes if you have two Ragnaros, you only get dust for one. If you have 1 Sylvanas and 1 Ragnaros, you get dust for both.
Are you sure? I inteded that in case of having Rag and Sylv as well you should get only 1600, the dust of 1 leg indeed

One thing I would note is that whatever strategy you decide, you shouldn't craft new cards now, because you would lose out of just getting free dust if you were to subsequently find those cards in packs before the rotation hits. I think the optimal timing is to wait until just before the rotation hits, then craft whatever card you still want.

I am big really money spender I buy around 100Euro per month average a year. I usually expect around 3200 dust per 50 packs. Most I had was 5000 less I had is around 2000
So, I have them both regular, and my thoughts are as follows (In my calculations I do not take into account the initial cost):
Craft both gold = - 6400 dust
DE the regular versions = + 800 dust
Format change = +6400 dust for my golden ones
Current dust balance = +800 and I've replaced my regular ones with the gold ones.
Xmmm, tempting to do as a gold card is a gold card. Or just do nothing and gain +3200 dust for future craftings...
Technically you are losing dust if you upgrade your normal Legendaries to golden ones since you pay with the free dust you would otherwise get.. The bolded part will be like this if you don't craft the golden legendaries. Current dust balance = 3200
Upgrading normal to golden is not free, it's discounted by 2000 dust each.

Thanks for putting this down on "paper" , initially I was thinking that crafting the golden was appropriate regardless of already owning the regular, but now I see it's a net 0 effect unless you just want the golden for collection sake at the cost of the possible 1600 (or 1200 if you dust the regular) you would get from doing nothing.
How do we know if we will get the normal DE value after they are added to the hall of fame? in example: I dont have Ragnaros so if I craft GOLDEN Ragnaros i will go -3200 dust now. +3200 dust after new year and +1600 if i decide to disenchant him, leaving me with a total of 1600 extra dust from what i started with am i correct?
Doing nothing is 1600, crafting and disenchanting golden is still the same 1600, so dont bother, because you only get dust for golden if you have both

but you get to keep the golden one and DE the normal one... then u still made 1600 + 400dust for the normal no?? so confusing
