Had Goons ever taken off, and you'd be facing a fleet of 4/6 1&2 drops, it would be game-changing. It's predicated on way over-statted low drops.
I'm not sure if this is so much underpowered as it was overhyped, but Jade Idol is a lot less meta-defining than people expected it to be and is totally fine balance-wise (as of right now).
That's because the meta is too fast if the meta was slower then jade druids would be all over the place

It certainly isn't underpowered in Arena, especially for priests. Same goes for some other cards mentioned here with almost decent vanilla stats and some small effect. Knuckles is by no means the worst MSoG pick in Arena, for example. Dispatch Kodo is strong in Arena for its big ping, Mana Geode is a fairly solid arena pick, especially when paired with a Kabal Talonpriest (and I've seen that in Arena more than once).
I have never seen Blubber Baron played by anyone other than me. I was trying him for fun for the cry havoc quest. Even when i played both of them with +10/+10 stats it is just super unplayable. Also its the most triggering topdeck ever.
That's cause he's a retro-print variant of Bolvar Fordragon... You really shouldv'e seen that coming
Edit: Also isn't it sad that although Baron is an epic that no one uses, he still manages to be better than Bolvar? I find it hilarious.

I'm not saying Devolve is good, but Mass Dispel costs 2 mana more and will often be less effective.
Not that I thought Inkmaster Solia would be great, but hoped it's maybe better than it looks.
For a class legendary with such a strict condition, the effect isn't that great - a more situational Thing from Below. You need to play a Reno deck, have at least 7 mana, a 7+ mana spell in hand that is appropriate to cast at the time - and for all these conditions you just get a Thing from Below without taunt.
There are only 5 cards with 7+ mana cost. Greater Arcane Missiles suck, Flamestrike needs a speciific board state, Firelands Portal is ok, Pyroblast is a dead card most of the time and is not played, Kazakus' 10 mana potion is great, but the least probable to use.
Sure, you gain some advantage as long as you play Solia with at least a 3 mana spell, but then it's just a 4 mana 5/5 that you can't play at turn 4.

I think that they factored in the cost of a Highlander deck for the power level of the Kabal class legendaries. The priest one is definitely the best for its class, because it's a high cost for a priest to run a Highlander deck. The Warlock one is the worst (for a RenoLock as it is currently played), because there's no cost to a Warlock for running a Highlander deck - it's a consistently viable deck in and of itself. The mage legendary is playable, and can be decent, but is definitely nothing to write home about, since the cost is intermediate.
This will potentially all change once Reno leaves in rotation.
It's not that I thought Devolve would be great, I just thought it would be unfun to play against. I *have* seen it played by quite a few control Shaman lists and it can do some work in the right matchup. I've been having a lot of fun with Red Mana Wyrm Miracle Rogue and have had a couple people Devolve a stealthed Red Mana Wyrm or a stealthed Gadgetzan and I can say with confidence that it can be an insanely powerful card. I'd imagine it would also be very good against Dragon Priest since it runs so many overstatted minions, PW:Shield, Kabal Talonpriest, etc.
One of the issues with Devolve is that it can actually buff your opponent's board. If your opponent's board is full of battlecry or injured minions, or Doppelgangsters(!), Devolve is really not a great play.

Misstress of Mixtures easily. That card was supposed to be an autoinclude in any deck not playing aggro. Instead it goes on to the board turn 1, usually dies for free to the patches and/or the weapon on turn 2, heals your opponent if they hit with their face and small time buccaneer proceeds to kick your ass. Just all around disappointing. It still sees play but it wasn't the meta changing 1 drop control decks wanted. Maybe Blizzard should try making a 1 mana 5/5 that heals both heroes for 15 and can't be silenced. That would be actually reasonable in this meta. Maybe not. lol
I think this card is really good (the options are heal, clear, draw or minion), but have so many OP cards for shaman nothing less than broken can receive a deck slot.
I thought Red Mana Wyrm was going to see play in top rogue decks. Turns out it's not actually better than Questing Adventurer.

I find the card quite good and I enounter it a lot. It's not as popular as patches but in the current aggro meta it's understandable.
