What is a card you assumed pre release would be really strong and so far has just been clearly underpowered? I would say for me it's either solia or wrathion. Solia even with a pyro or kaz potion is still too slow and clunky and wrathion is a poor man's curator. No surprise for me tho as legendary cards normally are underpowered.
Wrathion - Thought it would be a staple in dragon decks, but it just isn't consistent enough.
Dispatch Kodo - I thought it would be insane, but it turns out buff Hunter as a whole isn't very good.
Grimestreet Pawnbroker - Too slow for aggro, too inconsistent for midrange. I thought it'd be a staple in both.
Jade Chieftain - I thought he'd be a 2x in all midrange Jade Shamans, but some people don't even run 1. He's just too slow.
Kabal Trafficker - Thought it'd be in all Renolocks, but it apparently isn't good enough.

I run the pint sized/horror combo in my reno priest and a 3rd board clear, and it has added bonus with cabal shadowpriest. its a little inconsistent, but so is auchenai/circle and i still run it

It's not even about how it lines up to other shaman class cards. The card itself is just fundamentally awful. So many people thought it would be playable because "Durr, at da very least you can turn da enemy Tirion into an Obsidian Destroyer!" But no, Devolve is not remotely like a mass Polymorph. It's more like a Mass Dispel. It's literally the Purify of the Shaman class.
Gadgetzan Ferryman is a good answer too, although the question partly asked for cards you thought would be really good, and no one thought that of the Ferryman.
Everyone flipped when Mana Geode came out, because it was Priest's "2-drop" (I never thought so, from first glance I thought it was too slow and midgamey to play T2)...
What even happened to that card? People talk more about Darkspeaker than that card >_>
I expected sergeant Sally to be very popular, but people just don't play goons decks where she is most likely to make any sense. Neutral board clear sounded so so attractive when the card was announced.
Another disappointment to me is "Genzo the 400 dust". Pre msog meta had zoo flavor so I expected this would make zoo/disco lock even more popular. I expected some crazy aggro pala running it as well. Yet I havent never ever saw this card played against me.
I'm glad I didn't rush craft Solia b/c she's a bit underwhelming too. She goes to my long "Wont dust if I unpack but never craft it" list.
I'm not sure if this is so much underpowered as it was overhyped, but Jade Idol is a lot less meta-defining than people expected it to be and is totally fine balance-wise (as of right now).

It really isn't a bad card, but it seems meta-dependent to me. It's very poor against the swarms of 1-drops and 2-drops that have currently flooded the meta, it's not good against jade golems because those are poorly statted vanilla minions for their cost, and it's also not great against controlly Reno decks that don't really fill the board.
If the next expansion brings back N'zoth and midrange decks Devolve should be a lot more useful. If paladin/hunter buff decks were actually good, it would also be a pretty strong counter to those.

One of the issues with Devolve is that it can actually buff your opponent's board. If your opponent's board is full of battlecry or injured minions, or Doppelgangsters(!), Devolve is really not a great play.

I'd say bomb squad. Getting that from a firelands portal was 100% the reason I lost a match in arena.

Still not sure if I hate Hearthstone...or love it.
Don Han'Cho, but perhaps it's for the best because I can imagine a hand buff deck not being remotely fun to play against.
