Goya looks fun as hell and would fit into a Druid token and finishers Barnes abuse deck I have. I can see her dropping turn 4 ysera, yshaarj, rags etc.
Neither, Aya Blackpaw is much more versatile and can fit into many decks like patches, only less "cancerous."

For me, Patches is good, Madam Goya is not. But if you wanna have much fun with it, so craft it :)
To be honest, it isn't a question I can answer without feeling disappointment. Patches is the obvious choice but if I say so I could be contributing to another patches plaguing the ladder.
I crafted soggoth day 1, never regretted it. Even though it hasn't seen much play outside of astral druid and I could have definitely used a more useful legendary like rag lightlord, I did have a lot of fun in about 150 astral druid matches in casual and that's good enough for me. If you're feeling it, just craft madam goya and go nuts in casual from time to time, it's a good release from ranked. Otherwise, patches seems like a decent investment for now.
Patches is just straght op card as goya is only good in hard nzoth decks. But even then its too unreliable. I tried it in nzoth shaman and it doesnt work too often as its just impossible to include only cards youd have actually wanted to pull out with her. Ofcourse if you manage to pull out another deathrattle minion the value is there on a spot but as i said chances arent high enough not to mention you can bust your whole gameplan by pulling out nzoth.

I crafted aya blackpaw on release day after I didn't open her in my 45 packs.
i main Druid and rogue, so Kazakus won't get as much use.
Goya just really speaks to the Johnny in me.

Madam Dust or Patches? I'd go with neither tbh. Pirate Warrior will be dead in a month probably and Madam Dust is a terrible card.

Goya sucks, don't nourish dreams about how awesome the perfect case scenario will be.
Patches is still ok, but god knows how long it'll still be viable to play aggro as the meta adapts to counter it.
If you think a card is fun, then you should craft it in my oppinion :) It is just a game after all.
If you find out it just never works the way you want it to; then so what? You will gain the dust again later.
I see the potential/fun in a greedy deck, but just remember that greed is rarely viable on the ladder :P
