I don't see this being run in a standard control paladin deck but we don't really know what the meta will look like. Paladins used to run cards out of necessity because they didn't have anything else to run. Remember HoW and Guardian of Kings? If Paladins don't get other tools then this may see play from lack of options alone.
This would mean paladins effectively hit bottom tier again.

Anyfin is still super likely to be powerful in Standard. Even without Old Murk-Eye, your second Anyfin is capable of doing up to 32 damage. This card is insane in an Anyfin deck.

Paladins were also the worst class in the game from launch to GvG. But hey, what do I know. I'm not saying to keep them the best class. I'm saying keep them viable. Did you miss the part where I said Balanced?
Not that great. Healing touch is 3 mana for 8 health, this would be 4 mana 8 health, 5 mana 10 (you used to have 2 less health and a 3/3 with Healbot). Is not bad either, if you are not too far behind on board, might be a nice recovering tool.
Now that there has been time to play test this, I think it's way better than anyone anticipated. So far, my experience with this card has been astounding in control decks, it's good in almost every scenario late game:
10 mana Equality + Consecrate + Forbidden Healing = Board clear and + 8 HP (Great for late game stabilization against Aggro/Tempo decks. The best part is even if you're not at 10 mana, this can be appended to that combo at almost any point after turn 7 for a variable health gain after clearing.
Use it after putting down a big threat on a damaged minion that traded this turn, usually results in a 2-4 mana full heal.
C'Thun imminent? If you have a board just drop this thing on your face for 20 HP back and let your Keepers/Peacekeepers/Equality handle C'Thun after it drops.
Edit: completely misread this card...first thought I had to spend all the mana and then activate the ability..pretty good effect and a little more flexible than healbot.
