Nope. UP gives u random cost minion and this card allows u to control mana cost of summoned minion. Deathwing without drawback? Hell Yeah!
But priest don't have much problem in late game, besides, priest have a lot of mechanics works with two or more cards like Auchenai + Chow, Pyromancer + word, dragons, etc..., priest don't have space for RGN.
You're misjudgment this card, unstable portal can be awkward to play for two mana early and hope it becomes a minion you can use, this priest card is the perfect minion. If you have no early game minions you can drop to make some small board to make you journey to mid - late game safer and and as the game goes on the card becomes stronger and stronger. 6 mana a up is almost a for sure threat. Even if it's random
People seem to fail to understand what makes this great. Priest has lots of dead turns then gets behind on tempo. So no matter what this card gives you a minion to play. If your against aggro and don't have a 2drop here you go. If it's late and you too deck this here is a 10drop.
If you spend it at 20 mana you always get molten giant :^)

I think I like this. Let's say you play it on turn 8 and get exactly what you need. It's not like you got a tempo advantage and discount like with Unstable Portal, so that isn't too unfair. You could have also put exactly what you need in your deck for the same effect, after all.
But in most cases, you actually get something worse than the mana you paid would be worth. Maybe because you get a battlecry minion, or just a bad minion. That's a good drawback for a card that makes it so you are always able to play on curve when you need to.
Could this be a RNG card that's actually fair? I think it just might be!

Am glad other people are seeing the reality of this card. The fact it can't trigger any draw card effects, battlecry, discover, damaging effects and so forth is a huge deal and greatly increases the chances you will get reduced value on average not to mention on mana discount which Unstable Portal provides on average. The only time this Forbidden card is actually good is if you some how by a miracle get a strong deathrattle minion or a Ragnoros but it's so heavy RNG based it's just unlikely and you will get a vanilla cost or reduced value minion. It's a fun card but it won't see play in Constructed once people see how bad it is.
This card is good early, mid and lategame. Since the main problem when building a control deck is to control the ratio of early to lategmae cards, this cards provides a very powerfull deck flexibility while building a control priest.

It'll mostly be played with 8 mana (turn 10, hero power, this) and those cards are all really strong. Plus there's only 1 battlecry and it's the devilsaur.

'Any good minion' doesn't suffice. At turn 10 you don't want to play a knife juggler. Raw stats like a 7/7 are better then. At turn 2 you can't play dr. boom. A 3/2 would be good for that turn. But it's true, versatile also means inconsistent. And priest has enough quality cards that are on average better than this card. I don't think it's a worse portal though, because you can actually choose of what mana value you want the minion to be.

exactly what priests needs cuz i always pass turns cuz my hand full of removals and no minions :P
