Muster for Battle is top shelf too. i got my first 12 win run (12-1) with Paladin today and it was the 2 x Bomb Lobber that sealed the deal. Great card! Enhance-o Mechano is also an "I win" card when you've got board presence. Hats off to Annoy-o-Tron. I'd run 2 in any deck. Oh and i hate priest. Velen's chosen got coined onto an Undertaker 2nd turn and i conceded on the 5th. Totally broken
Bomb Lobber B -> A tier. An almost guaranteed 2for1
Madder Bomber B -> B tier. Stats are good, so is effect
Powermace B -> A tier. Again, the effect is really not that hard to make use of. I had a 12 wins Shaman draft where multiple times I won the game by getting that buff off on the 3/2 Windfury minion or even just a Harvest Golem.
Kezan Mystic C -> B tier. The effect is good, 4/3 for 4 isn't
Recycle C -> C tier, if not A tier. 6 is expensive for removal, and the card will come back at some point
Common:
Ogre Brute B -> B tier. 4/4 for 3 is so good you may accept drawbacks. It comboes very well with priest power and taunt cards.
Floating Watcher B -> A tier. a 4/4 for 5 won't loose the game for you. A 8/8 will win it, so it's a very good investment
Velen's Chosen B -> S tier. It fits so well with priest strategy
Ogre Warmaul C -> D tier. This card is garbage. I could accept the drawback if there wer ebetter coutnerparties to it. hitting face with you weapons is not what you want, it escapes F tier for me as evne bad weapons can be better than awful creatures.
Warbot D -> F tier. Trash card. Barely ever gets to enrage, and even if it does it's completely insignificant. This. You need to setup to get a 2/3.
Annoy-o-Tron D -> B tier. This card is amazing, I have no clue why you rated this D tier. In terms of turtling power it's practically a Sunwalker, for 2 mana! synergises very well with cult master. I playe done in my last 12 run
Antique Healbot D -> C tier. For some classes this'll be even higher, but the healing amount is so high that I'd say it's C rank for any class bar Priest at the least. While it's a 5 mana 3/3, his power forgives you for being "late on curve".

This was expected. We created our first draft anticipating the rankings to fluctuate after we had a chance to actually play the cards in Arena. After many Arena runs and averaging 7 wins in my last 7 runs I nominate Bomb Lobber as an A tier card. its such a strong tempo swing. Chillwind Yeti + Bomb Lobber = no more giant and a 3/3. I've pinged stealth minions, un-targetable's and it rapes 4/4's. Yes you have to set up board but you don't avg 7 wins if you cant. Since the release of GvG, the 3 top tier classes are Mage, Priest, Paladin. Its kinda of a rock, paper, scissor between the 3. But thats just the average from all players. You might do better with another class if you're more experienced with them.
This is just a suggestion, so you definitely can reject this idea, but it could be more helpful to label the different cards based on what sort of synergy they have with different arena builds. For example drafts where you get a lot of low drops, certain cards labelled A for Aggro would be more valuable than their original placing.
An interesting idea. I would have to see how to incorporate that in tier lists though. Might be possible.

Gahz'rilla A -> B tier. I'm hesitant on this one... but I don't like marking this as A tier, in the end it requires some setup before it gets scary and does nothing when you put it down.

Foe Reaper 4000 A -> B tier. It's alright, but it suffers from the same issue as Gahz'Rilla, it costs 8 mana and doesn't do anything unless it gets to attack.
Toshley B -> A tier. It's possibly the most consistent Legendary in the game.
Mogor the Ogre C -> B tier. Not sure about this one, but it has alright stats and you can trade first then put down Mogor, which means you're not suffering from it as much.
Flame Leviathan C -> B tier. Not sure about this one, but it seems better than it looks.
Blingtron 3000 D -> F tier. Some people have said it's actually decent but I'm not buying it, yet... It's a 5 mana cost card with bad stats and a symmetrical effect that can randomly screw you over. Doesn't sound great to me.
Mimiron's Head D -> F tier. Way too much setup required for arena, and its stats are subpar if the effect doesn't go off.
Quartermaster B -> A tier. If not S tier. The buff is crazy strong.
Shadowbomber C -> F tier. Priest doesn't do rush downs, period.
Wee Spellstopper C -> B tier. It has some crazy synergy with cards that need protection.
Enhance-o-mechano D -> B tier. It's like Bloodlust in terms of its win-more power except doesn't require as much setup.
Sabotage B -> A tier. It's really not that hard to just make this a 4 mana Assassinate. For that matter I think Assassinate should be A tier, not S tier, but whatever.

Muster for Battle A -> S tier, if only for the Quartermaster combo right now. If you get it you pretty much win the game unless you get hit by a Flamestrike. Even without, it's not bad and you have other buffing options.

Bomb Lobber B -> A tier, if not S tier. This is like a Stormpike Commando on steroids most of the time. Speaking about 5 mana cost rares, what the hell is Sludge Belcher doing in B tier? He's easily S tier.
Madder Bomber B -> C tier. I've rarely had good RNG with this guy and due to the huge range of what could happen it's practically impossible to play him unless your side of the board is empty.
Upgraded Repair Bot B -> A tier. The effect is really not that hard to make use of, and even without the stats aren't too bad.
Powermace B -> A tier. Again, the effect is really not that hard to make use of. I had a 12 wins Shaman draft where multiple times I won the game by getting that buff off on the 3/2 Windfury minion or even just a Harvest Golem.
Kezan Mystic C -> A tier. If you manage to steal a secret it's absolutely huge. Against a Mage it practically wins you the game. If only it were a 4/4 then it'd be S tier easily, and even without I'd possibly pick it over some other S tier rares for its ability to win games against 1/3rd of the classes on its own (2 of them being extremely popular).
Recycle C -> B tier, if not A tier. The reason is simple, it's the only hard removal a Druid has at it's disposal. No, Naturalize doesn't exist, don't be silly. On top of that the opponent having to redraw the card is pretty big.
Call Pet C -> D tier. There's really not enough consistency on getting beasts anymore, you'll simply not get much out of it most of the time.
Goblin Sapper C -> D tier. The effect really rarely ever comes into play and a 3 mana cost 2/4 is rather lackluster, especially compared to the other things in C tier.
Fel Cannon D -> C tier. It's really not hard to get value out of this card, the fact that it can hit your own minions can usually be worked around.
Common:
Darkbomb A -> S tier. I think that with the Soulfire nerf, Soulfire should be lowered to A tier also. Darkbomb is pretty much the replacement.
Anodized Robo Cub A -> B tier. It's a really good card, but I just don't feel it competes with things like Shrinkmeister, Whirling Zap-o-matic and Shielded Minibot. Perhaps the former actually deserve S tier, but I'm hesitant to label 2-drops S tier... Similarly, I'd pick them over Burly Rockjaw Trogg, but it's not right to say Burly Rockjaw Trogg should be B tier. I dunno, this one is awkward, this pick really requires context on what your deck needs.
Ogre Brute B -> C tier. Fuck this card, I hate the RNG on these Ogres and if they come without special effect I'd rather just not have them. They can lose you games with their shenanigans.
Tinkertown Technician B -> A tier. The effect isn't that hard to get off, and you're putting down a 4/4 for 3 AND getting a spare part? Honestly if I had a guarantee for my deck to contain at least 5 or more mechs I'd rate this S tier.
Floating Watcher B -> A tier. Arguably S tier, this card can win games on its own, but the little setup requires and that it's usually actually a 7-drop makes me hesitant to outright call it S tier.

i am unsure also about Antique Healbot, as i personally rank it below average.
Dark Bomb although a great card (fully deserved at least the A spot) is not a game changing card, and warlock in arena is almost entirely about zerging the board and waiting for your turn 5-6 power house before closing up the game. If you compare it with the other common S-tier cards for warlock you'll notice that those cards have the potential of 2-1 anything of their mana cost and lower (and can sometimes trade upward). Dark Bomb does not have that potential. Although it is a good card, it is not a MUST pick for warlock (i personally still prefer Soulfire as the extra 1 damage is absolutely worth a card.
Ogre Brute: i understand you might have bad RNG but that does not make the card bad. A 4/4 turn 3 has an absurde presence on the board! sure it might lose you games against super-aggro decks that just ignore it and go face but against slower decks (which are most likely what you'll encounter at higher wins) i'd like to argue that this card is insane. There are times when i actually happily pick this card over some S and A tiers.
Annoy-o-Tron: I'd like to argue that is card is actually sub-par. and deserves at most a C rank. Sure if you play this card on turn 2 and the opponent has an empty board and you have an hero power that can deal damage to minions than the card is alright (it is still not great). In arena early board presence is usually what decides which deck will win, and this card is reliant on using your hero power to trade upward, which can result in placing yourself behind the enemy. It is alright in aggro oriented decks where you do not care about card value, but other then that, this card is inferior to Sunwalker on all aspects.
Wee Spellstopper: I'd like to disagree with placing this card in a higher tier. A 2-5 on turn 4 is just underwelming and may as well cost you the board. Yes it is true that this card goes well with Water Elemental and otherbig threats, but chances are you will not play them on the same turn, and if the opponent does not have an answer right away, chances as he will not have one the turn to come either.
Other then that i agree with your propositions almost entirely!

A card i would like to argue does not belong in the B tier (but C instead) is Clockwork Gnome. The card is just slightly better then leper gnome in arena due to its mech-synergy and because it gives a spare part, but that by itself is not good enough to place it along with cards that actually affect the board. Take Mechwarper and Micromachine; the synergy provided by this cards is infinitely better then that provided by mechwarper. Micromachine can at times be a win condition by itself if not dealt with readily. Mechwarper can just allow you to out pace your opponent really quickly. It is just not fair to place clockwork gnome in the same category as Mechwarper and micromachine

I'm looking into all these suggestions carefully, seeing is there's merit to some or all those changes. Keep in mind, that by merit I mean not just your personal opinion. Stay tuned for the weekly update to see which changed and which didn't.
(note: I used the mage tier list to see what I thought needed to be changed, so there may be some cards that are correctly worse/better on other class tier list, but the changes I suggest are for all classes in general)
Legndaries:
The Beast: B to C: The beast is too punshing if the opponent has hard removal or enough direct damage (fireball + ping, shadowbolt+ 3 attack minion etc)
Troggzor: A to B: Spells are much less prevalent in arena, and if they don't have the board to take down a 7 mana 6/6, you were probably already winning
The Black Knight: S to A: Due to the increased card pool, there are less taunts, and most taunts added in GVG were rare or higher, meaning there is less of a chance for TBK to hit
Baron Geddon: B to A: You are less likely to draft AOE, and the overall arena meta has gotten faster since GVG, increasing this cards value
Epics
Piloted Sky Golem: A to S: he is basically an epic version of cairne bloodhoof, and his 6 attack forces opponents to deal with him. Furthermore, there is less competion in the epic rarity, meaning this card outclasses all other neutral epic cards
Mountain Giant: B to D: Way too hard to get value from, and even in the scenario where you are going second and don't play anything until turn four, and then play mountain giant, your opponent has a huge lead on board. Mountain giant is a dead card too much of the time.
Molten Giant: B to C (in everything but rogue and warlock): By the time you get this card out for good value, or for free, you are too close to dying for this to save you, or your opponent has too large of a lead on board.
Shade of Naxxrammas: C to A: This card can easily make value trades or grow to huge stat levels and win games, if you have time, and at worst, it's still a 3/3 with stealth.
Southsea Captain: D to C: There is no reason why a vanilla 3/3 should be on the same level as garbage such as clockwork giant, hobgoblin, and Junkbot, especially when murloc warleader, another vanilla 3/3, is in the tier above it.
Junkbot: D to F: It's a 1/5 for 5 when it doesn't hit, and even when it does activate, it is still just a 3/7, which is just 1 more attack than the oasis snapjaw, who is also below average, but costs 1 less mana. He is simply too hard to activate, with too uch drawback, and not enough reward.
I'll probably do rares/commons/class cards soon, but this is what I think should be changed in epic and legendary rankings.

What hurts Piloted Sky Golem is the 4 health, you can easily trade a card with less value against it. The value of the golem is the fact that you most likely need 2 cards to deal with it. But that alone is why it's an A rank.
I'd keep Molten Giant as a B, it's not that uncommon for a match to allow you to play him for less than 8, in which case, it's still of great value.
Shade is B at most. It's a slow card to gain actual value from it, it's a dead card on the board for a few turns, and a 3/3 with stealth is not worth 3 mana.
Southsea Captain: I agree, there are now more pirates available than before, and the larger card pool does not allow much synergy for pirates OR murlocs. Murloc Warleader is better for a shaman, who has a few extra murloc cards. I might consider dropping Warleader one rank instead of increasing this one.
I'd probably rank the Spellbender higher, as a B rank. In part this is due to it being a very hard secret to play around, and in part due to how bonkers Velen's chosen is. I'd pick Spellbender of all of the C rank mage ones, certainly,
Also, Bomb lobber. Tempo blowout. Weak body for the cost, but the bomb is ace. Blastmage could do with being A as well, IMO- depends on the mech synergy, but if you pick it up early you can get enough mechs, usually.
I'm not sure I'd rate Spellbender as B. I do agree it's probably the best out of the C ones, but that in itself doesn't merit it enough. The chance, although small as it may be, of the opponent having a Kezan Mystic also hurts it. I do rate Counterspell as a B though because it's less conditional. Subjectively, I treat is as an A because it's actually one of my preferred cards.
Bomb Lobber... I agree, the bomb + body is amazing when used properly, and it easily helps turn the tide or protect other minions instead of using them for trading.
I don't agree with Blast Mage though, as "simple" as the condition seems to be, it isn't uncommon that he sits in hand, waiting for a mech to fully use it. It's still a very conditional card.
Neptulon as bad as Illidan? I can't even tell how wrong this is.
Keep in mind some card values are wrong or placed in in specific ranks as an "initial placement" this is pertaining to GvG Cards specifically. They will be updated to a "true rank" in the upcoming weekly update. Already a few suggestions posted. I just need to compile more feedback.
Got to agree with most of your statements Erxos4. Sneed is awesome!! Muster for Battle is top shelf too. i got my first 12 win run (12-1) with Paladin today and it was the 2 x Bomb Lobber that sealed the deal. Great card! Enhance-o Mechano is also an "I win" card when you've got board presence. Hats off to Annoy-o-Tron. I'd run 2 in any deck. Oh and i hate priest. Velen's chosen got coined onto an Undertaker 2nd turn and i conceded on the 5th. Totally broken

This was expected. We created our first draft anticipating the rankings to fluctuate after we had a chance to actually play the cards in Arena. You should see the tier list change slightly within the next couple of weeks as we get to see these cards in action and adjust their final value. Thanks for your feedback!

After many Arena runs and averaging 7 wins in my last 7 runs I nominate Bomb Lobber as an A tier card. its such a strong tempo swing. Chillwind Yeti + Bomb Lobber = no more giant and a 3/3. I've pinged stealth minions, un-targetable's and it rapes 4/4's. Yes you have to set up board but you don't avg 7 wins if you cant. I had my first ever 12 win run with 2 of them in my deck and they came second to the 2 x Truesilver Champion as MVC. Enjoy this card peeps :)

Yeah, Bomb Lobber is arguably better than Argent Commander.
Strange (and wrong) that these lists have it ranked 2 tiers below. (and right next to Madder Bomber! A card I consider to be trash)

Since the release of GvG, the 3 top tier classes are Mage, Priest, Paladin. Its kinda of a rock, paper, scissor between the 3. But thats just the average from all players. You might do better with another class if you're more experienced with them.

Nice request! i agree almost entirely.
The main cards i don't agree with are Dark Bomb, Ogre Brute, Annoy-o-Tron, Wee Spellstopper
i am unsure also about Antique Healbot, as i personally rank it below average.
Dark Bomb although a great card (fully deserved at least the A spot) is not a game changing card, and warlock in arena is almost entirely about zerging the board and waiting for your turn 5-6 power house before closing up the game. If you compare it with the other common S-tier cards for warlock you'll notice that those cards have the potential of 2-1 anything of their mana cost and lower (and can sometimes trade upward). Dark Bomb does not have that potential. Although it is a good card, it is not a MUST pick for warlock (i personally still prefer Soulfire as the extra 1 damage is absolutely worth a card.
Ogre Brute: i understand you might have bad RNG but that does not make the card bad. A 4/4 turn 3 has an absurde presence on the board! sure it might lose you games against super-aggro decks that just ignore it and go face but against slower decks (which are most likely what you'll encounter at higher wins) i'd like to argue that this card is insane. There are times when i actually happily pick this card over some S and A tiers.
Annoy-o-Tron: I'd like to argue that is card is actually sub-par. and deserves at most a C rank. Sure if you play this card on turn 2 and the opponent has an empty board and you have an hero power that can deal damage to minions than the card is alright (it is still not great). In arena early board presence is usually what decides which deck will win, and this card is reliant on using your hero power to trade upward, which can result in placing yourself behind the enemy. It is alright in aggro oriented decks where you do not care about card value, but other then that, this card is inferior to Sunwalker on all aspects.
Wee Spellstopper: I'd like to disagree with placing this card in a higher tier. A 2-5 on turn 4 is just underwelming and may as well cost you the board. Yes it is true that this card goes well with Water Elemental and otherbig threats, but chances are you will not play them on the same turn, and if the opponent does not have an answer right away, chances as he will not have one the turn to come either.
Other then that i agree with your propositions almost entirely!

A card i would like to argue does not belong in the B tier (but C instead) is Clockwork Gnome. The card is just slightly better then leper gnome in arena due to its mech-synergy and because it gives a spare part, but that by itself is not good enough to place it along with cards that actually affect the board. Take Mechwarper and Micromachine; the synergy provided by this cards is infinitely better then that provided by mechwarper. Micromachine can at times be a win condition by itself if not dealt with readily. Mechwarper can just allow you to out pace your opponent really quickly. It is just not fair to place clockwork gnome in the same category as Mechwarper and micromachine

I can't think of too many situations in which I would pick an Mc tech or twilight drake over a Belcher or bomb lobber.
(note: I used the mage tier list to see what I thought needed to be changed, so there may be some cards that are correctly worse/better on other class tier list, but the changes I suggest are for all classes in general)
Legndaries:
The Beast: B to C: The beast is too punshing if the opponent has hard removal or enough direct damage (fireball + ping, shadowbolt+ 3 attack minion etc)
Troggzor: A to B: Spells are much less prevalent in arena, and if they don't have the board to take down a 7 mana 6/6, you were probably already winning
The Black Knight: S to A: Due to the increased card pool, there are less taunts, and most taunts added in GVG were rare or higher, meaning there is less of a chance for TBK to hit
Baron Geddon: B to A: You are less likely to draft AOE, and the overall arena meta has gotten faster since GVG, increasing this cards value
Epics
Piloted Sky Golem: A to S: he is basically an epic version of cairne bloodhoof, and his 6 attack forces opponents to deal with him. Furthermore, there is less competion in the epic rarity, meaning this card outclasses all other neutral epic cards
Mountain Giant: B to D: Way too hard to get value from, and even in the scenario where you are going second and don't play anything until turn four, and then play mountain giant, your opponent has a huge lead on board. Mountain giant is a dead card too much of the time.
Molten Giant: B to C (in everything but rogue and warlock): By the time you get this card out for good value, or for free, you are too close to dying for this to save you, or your opponent has too large of a lead on board.
Shade of Naxxrammas: C to A: This card can easily make value trades or grow to huge stat levels and win games, if you have time, and at worst, it's still a 3/3 with stealth.
Southsea Captain: D to C: There is no reason why a vanilla 3/3 should be on the same level as garbage such as clockwork giant, hobgoblin, and Junkbot, especially when murloc warleader, another vanilla 3/3, is in the tier above it.
Junkbot: D to F: It's a 1/5 for 5 when it doesn't hit, and even when it does activate, it is still just a 3/7, which is just 1 more attack than the oasis snapjaw, who is also below average, but costs 1 less mana. He is simply too hard to activate, with too uch drawback, and not enough reward.
I'll probably do rares/commons/class cards soon, but this is what I think should be changed in epic and legendary rankings.
What hurts Piloted Sky Golem is the 4 health, you can easily trade a card with less value against it. The value of the golem is the fact that you most likely need 2 cards to deal with it. But that alone is why it's an A rank.
I'd keep Molten Giant as a B, it's not that uncommon for a match to allow you to play him for less than 8, in which case, it's still of great value.
Shade is B at most. It's a slow card to gain actual value from it, it's a dead card on the board for a few turns, and a 3/3 with stealth is not worth 3 mana.
Southsea Captain: I agree, there are now more pirates available than before, and the larger card pool does not allow much synergy for pirates OR murlocs. Murloc Warleader is better for a shaman, who has a few extra murloc cards. I might consider dropping Warleader one rank instead of increasing this one.
