How do we know? There's not just a rotation, there is another expansion so 135 more cards that we have no idea about. We can for sure know what will be destroyed as we understand it right now but who's to say there won't be cards to replace some of the ones leaving.
Right now Big Spell Mage looks completely unplayable but it might be a mage hero next that fixes it.
I would say right now that some kind of odd / even deck will be safe as you'll still be able to make a workable odd Paladin or odd rogue but even then how strong will they be after all the new cards?
If you look only at the outgoing cards... there are no current Tier 1 decks that will survive the rotation.
But the unknown factor is the new cards. Some decks could be saved by replacements, other old decks can emerge again, or brand new ones created. We simply don't know.
So to answer the real question you didn't ask but obviously had in mind: no, there is no deck you can now safely craft cards for and be guaranteed to still be playing in 6 months.
This rotation is unique, this one we will say good bye to the strongest 3 DLC's in Hearthstone's History. ( DLC, that includes expansions and adventures).
Pretty sure Odd Rogue will survive, and on top tiers.
Maybe something like this, but not necessarily with the Mech core. It's probably already viable, given some refinement. Also considering that future meta will have a (slightly) lower powerlevel.
Odd Warrior is pretty much guaranteed to stick around. It loses pretty much just a single relevant card (Reckless Flurry) and a bunch of its counters will disappear or get weakened to the point of unplayability (no more Exodia Paladin/Mage, no Mecha'thun Warlock/Priest, Mecha'thun Druid is crippled, Togwaggle is gone, Deathstalker Rexxar as well)
Then again, they might end up nerfing that deck unless they introduce more counters to it.

There is also a distinct possibility that Gadget is going to the HOF. I think Mecha'thun Druid was the final straw. The goal is to get Druid to play it's new cards and archetypes, not play the zillionth iteration of Miracle Druid.

There is also a distinct possibility that Gadget is going to the HOF. I think Mecha'thun Druid was the final straw. The goal is to get Druid to play it's new cards and archetypes, not play the zillionth iteration of Miracle Druid.
I would actually hate losing my Miracle Rogue deck because of this, although it does sound more than logical. What do you think of Naturalize though? It's a fun card to counter other OTK decks with overdrawing key cards, but it pretty much enabled all the troublesome combo decks Druid has had. Between that card, and cards like Spreading Plague, Druids cared little for for board control. 'Deleting' a one-mana destroy-card might have some positive effects on their strategy to fight for board.
As for OP, I think Even Shaman, Odd Dragon Warrior and Deathrattle Paladin are fun decks that might see a powerful adaptation. But as many others have said, it's all speculation right now. It depends on any decisions for the Hall of Fame, as well as the new expansion dropping simultaneously with the rotation.

Other than Odd Rogue, I've just been testing this Even Shaman. No Mammoth cards, and it works quite well already.
If those 2 decks are viable now with just cards from 1 year, in the next expansion they can only get better. To be seen at what tiers precisely, but board-based Tempo decks are always good.

A) Decks may lose some good cards, but maybe get better / stronger ones in return.
B) Some decks might not lose any cards, but won't be viable because the new cards make other decks straight up better.
We can't tell anything (besides a deck might only lose a few or none card) .. it is all pure speculation.
