I've always liked priest hero power, but its always been highly conditional. Essentially its basically useless when everyone is fully healed. Theres even a running gag that you heal your opponents face if you can't do anything and both heros are fully healed.
My only proposal is that if your hero is fully healed, If you heal it (with normal or buffed heal) you over heal for +1 max health permanently.
I think this could be a fun thing for blizzard to experiment with to make priests late game a lot more viable in comparison to something like control warrior who can go to the moon with his armor.
They have the conditionally most powerful hero power, possibly tied with Warlock, so there's no point to buffing it. To give 1 max health it would probably have to be nerfed to heal for 1.
That Warrior has armor is a whole different problem, some hardcounter issues there.
Armour and Health are different things Mot1ons. Armour isn't affected by Alextrasa- Health is.
I had been thinking about a similar adjustment to the Priest's hero power as well, but in Priest's current state I don't think there is a need for it. It is actually one of the most versitile hero powers in the game, which makes up for the T2 pass. You can heal yourself, Heal your minions, deal damage with it with Soulpriest, you can enter Shadowform (Just putting it out there).
Because of this versitility, mainly the ability to heal minions- and yourself I don't think a change is required :)
How about playing cards instead of using Hero Power on full HP?
Priest is a namely a control deck. You will tend to not have plays turn 1-3 or you will be saving cards post turn 10 where you don't need to heal yourself.

If you are going to heal above 30 hp, you are basically creating armor.

I like the "+1 health at full health target" addition to the actual hero power best.
