Buzzard is too easy to remove. MAYBE if you have a Tundra Rhino on board you can combo it with unleash the hounds or with a snake trap, then burn all the dogs/snakes and use the charge damage, or if you can't give it charge hope the opponent doesn't have an answer while you clear your own board. It just doesn't make sense to trade all those smaller minions for one bigger one. Maybe if you're playing against paladin or warrior and you thing they have a consecrate or avenge, but it's not worth taking up the space in the deck imo.

Hearthstone: A game where great victories are won by demonstrating exceptional skill, and losses are suffered due to bad RNG!
I was considering adding it as a one-of. If buffed by one of the beast-buffing cards, it's not quite as weak as before, and hunters have MANY more token-generating minions that enemies tend to avoid killing to trigger it reliably.
I dropped both Savannah Highmanes for two Starving Buzzards. My god this card is insane in a beast deck!
Don't drop the Buzzard on turn 5 unless you have Kindly Grandmother already on the board. I like to use Houndmaster and other minions on turn 4 & 5, hopefully giving me a board on turn 6.
Turn 6: Starving Buzzard + Alleycat for draw two. If it survives (and it sometimes does) you can go nuts with Unleash the Hounds, Kindly Grandmother, etc. etc.
Hunter's real weakness is card draw. If you can learn how to combo the Buzzard you can easily have enough cards to pressure the opponent in the late-end game.
I wish I used this card sooner to be honest. I guess the new Gadgetzan cards (buff machanics, alleycat) have made the card viable.
Mathematically speaking 3/2 is weak 2 mana stats so you need to get 3 mana value to break even. Breaking even isn't good enough and neither is card draw for 1,5 mana without synergies, so you need to draw 3 cards for it to became good. So yes, I think Starving Buzzard works in this deck.

I created a deck similar to this, I use Hunter's Mark and On the Hunt in order to summon more beasts and draw with Starving Buzzard, Also you can try Quick Shot
I have been testing it on Casual matches using Pantry Spider instead of Rat Pack, and it have been working pretty well.
Greetings, traveler.
Let's make Hunter great.
I play an extra infested wolf and an animal companion

You realize buzzard draws on summon? The tokens don't need to die to get value.
oops I was thinking of hyena

Worth a shot.
