It gives a minion Rush, not charge. I feel that at this point this card has completely lost anything resembling an identity. Blizzard should either remove this card completely and replace it with something else, revert it back to its pre-nerfed state (which was overpowered because of cards that have since been nerfed or cannot be played in standard anymore), or rename it Rush and change its card text to say it gives Rush. Cause it doesn't give Charge.

It gives two separate effects - Charge, and 'can't attack heroes this turn'. If you play it on a minion that could've attacked a hero this turn, it won't be able to anymore. Very niche, but a difference. Similarly, cards that this is played on will be buffed by Warsong Commander, but wouldn't be if changed to Rush.
It's the same reason Charged Devilsaur wasn't changed to 'Rushed Devlisaur' and given Rush - it's not the same effect.
Because instead of consistency, Team 5 thinks that too many keywords will "confuse" the players.
This IS consistency, not putting expansion (non evergreen) keywords on core set cards is a conscious design choice. MtG treats evergreen and non evergreen keywords in a similar fashion. When the Rush mechanic rotates out of Standard, having a single card that says "give a minion Rush" doesn't achieve much.
You will never use this card on a minion that can attack without the need of this card to be used so that only means :
This card is just Rush and is different than Devilsaur because its a spell cannot be recruited to bypass battlecry so is basically Rush as intended use ( aka not to be used on a minion that could attack normally).
Just a Rush with the name of Charge as intended use.

There is a diference between Rush and Charge + Can't attack heroes, for example, warrior weapon giving +2/+1 for a rush minion or the warrior minion giving your charge minions +1 attack.

Pretty sure Rush will continue beyond this expansion, and even this rotation. Peter Whalen basically stated this on a recent episode of The Angry Chicken, stating the Rush keyword is much more flexible for the design team without just giving players a bunch of options to drop minions on board and smorcing the opponent down. Rush minions can be more versatile which means the design team doesn't have to keep providing classes high power removal spells for single target removal and can develop minions that can serve a similar purpose while potentially leaving a body behind. And if you don't need the single target removal you still have a minion you can drop.
Not a perfect comparison but think about Swift Messenger vs Fireball. Both 4 mana, and while in Worgen form both can do immediate 6 damage to a minion on the board. However, Messenger can also be a 6/2 or 2/6 minion. Again, not a perfect comparison because in this case you'd almost always want the spell over this particular minion. But if Fireball could only target minions, then having the potential body could be more valuable. If Messenger had Charge then maybe it would be better than Fireball because you smorc for 6 and still have a 6/2 body on board.

Well Rush isn't evergreen yet, although I'm sure many on Team 5 wish they'd had Rush during core set design. As others have pointed out the card Charge grants a different ability than Rush for card interactions.
The path from Charge the card to Charging Devilsaur to Rush keyword is just a game developing over time, and that's why the language is different on each. Old Magic cards had really clunky ways of describing how they worked until later in the game's life when WotC developed better templating. And WotC has reprinted old cards like Serra Angel with the new proper keyword/language but only when the keyword functions exactly the same as the original card.
I think Rush may be the first keyword that may go into the core set. Putting on my future goggles I’ll make the bold prediction that the next standard rotation will include a Classic Set mixup with Rush and possibly Discover making it into the Standard set.
This card "exists" because it was useful in it's previous iteration, before the nerf bat was taken to it by Blizzard. This card would be combo'd with Raging Worgen + Inner Rage and Faceless Manipulator for OTK decks

Maybe there will be a miracle warrior deck with auctioneer and mana addict or something. Attack with auctioneer and then cast Charge on it to buff your addict and draw a card. Just because a good use doesn't exist today doesn't mean they should be changing core set cards due to some cosmetic and misguided language concerns.

because Rush isn't an evergreen keyword (won't always be in Standard) and there's zero upside to changing the name of a core set basic.
They should just rename the keyword to rush. It basically is that.
