After some advice please. I currently play C'thun Warrior but at some point I may switch to another control like class or go the tempo or control warrior route (when I actually have so many thousands of dust)
The legendaries that I currently have are Veklor, Sylvannas, N'zoth and all the adventure ones.
Ideally I would like a legendary that would fit all of the above choices. So two questions. If I go the neutral route then I assume that Justicar is better than Cairne? How about Ragnaros? As dust is short I would prefer one that is not going to be rotated out. Though yes that is say 8+ months away and if it is worth it I will.
If I go warrior only then what is strongest? Grom? Though he doesn't seem to be used in tempo. Varian is the opposite case I believe and not found in control decks.
As you can probably see I am a little lost. Thanks for any help in advance.
Ragnaros. He is neutral and he is tier 1. I crafted one, and he is self included in most of my decks. He is a safe choice. You will use it a lot.
YOU use it a lot doesn't mean all people use it a lot. I have Ragnaros since Hearthstone Beta and it is non-existent in my Hearthstone life, yet 95% of my decks are greedy control decks.
So op, if you go the neutral route Justicar is safer choice than Ragnaros, even if not from classic set. Not sure if it is safer than cairne if you plan on using N'zoth a lot, and cairne is classic as well. But it's pretty slow, it won't really win you any game, while Justicar will win you some matchups on its own as a warrior or a priest. Never forget Ragnaros is RNG bullshit and will lose you many many games because of that, it even has "RNG" in its name. It's also strictly unplayable against aggro shaman and zoolock, and those 2 decks are everywhere. When Ragnaros wins you the game is when you have massive board control and already win anyway. Too strong to dust, not consistent enough to craft. Also it's not a deck defining card, it's just a pile of stats with a big effect printed on it.
If you don't care about priest and intend to play N'zoth : Cairne > Justicar > RNGaros
If you do like priest and count on skill rather than RNG : Justicar > Cairne > RNGros
If you really like RNGros and intend to play Paladin and don't care about wild format : RNGros > Cairne > Justicar
If you go the warrior route then yes Grommash is more important than Varian by far.

Now, taking your quote seriously, (what it clearly doesn’t deserve) the OP prefer neutral legendaries and the OP prefer no rotating out cards, he maybe go for warrior, but it is a big if. Caerne is good in THIS meta; say that the OP must craft Caerne before ragnaros is a joke in any case (and a bad joke). Justicar will disappear in 8 months and it’s an excellent card in two classes (Warrior and Priest) in two or three archetypes. At march 2017, the OP will can use Ragnaros, Justicar don’t. The OP will can’t use Gromm in any other class decks, Ragnaros will be there for it. Finally, if you don’t like Ragnaros it doesn’t mean he is a bad card.

I am leaning towards Ragnaros but yes some decks have him some not and I do not really have the experience yet to know how valuable he is. If they cannot remove him then 8 damage every turn is insane. If they can do something I guess I have used up a removal that might have gone on a later minion instead. Justicar would be really good but I am wary of "wasting" the dust come next year.
I might go back to N'zoth one day and then Cairne would be good but from what I gather paladin really needs multiple legendaries to work (I don't have Tirion). I really struggled to get anywhere with priest though I do like the feel of it and I don't enjoy playing rogue. I'm not sure that N'zoth he works with any other decks, hunter perhaps?
What about Malkorok? I forgot about him. How does he compare to Grom? Though I think he is a tempo only dude?
Have I forgotten anyone else?
P.S. By RNG Tic do you mean that Rag's fire goes anywhere? Aka at the 1/1 which has no impact on the game.
If you are choosing between Cairne and Ragnaros and Malkorok I would suggest not picking Malkorok as he is not as effective as the other two cards (knowing from experience, those cursed blades). The other two cards are simply more flexible and played in alot more decks. In my opinion, Malkork is just 'Meh'.
Ragnaros the Firelord is one of my favorite cards. Yes, he hits random targets, but it's an immediate 8 damage on the turn you play him. The value is tough to beat. It's best when there is one clear target to hit and not a bunch of small minions on the board - so of course, there are times when he can be a liability (vs. any aggro deck with multiple small minions on the board) but when he clears the opponent's 8/8 off the board (or hits face for lethal when there are several minions on the board) is too awesome to not at least consider my boy.

I came to the conclusion don't even mind that Justicar is being removed either as 8ish months is a very long time if I play as much as I do now. I think the majority are saying go for Rag but anyhow I have added a poll.

If your main class to paly is Warrior you should craft in order like this
1- Grommash Hellscream
2- Justicar Trueheart
3- Ragnaros the Firelord
but if you plays other classes first of all craft Ragnaros the Firelord.
