I am guessing it's some kind of spirit/magical bird which is why it synergizes with Secrets kind of like Spectral Spider and Spirit Wolf. Then again it might have been intended to be a beast and Blizzard will deal with it later kind of like Silithid Swarmer.
The balance reason it could too powerful in Hunter. They would have a good 1 drop, nuts 2 drop, nuts 3 drop, decent 4 drop, nuts 5 drop, nuts 6 drop and win the game on turn 8. Could you imagine this thing after being Hound Mastered. Concede! Concede! Concede! lol
actually that makes me sad this could be the card that made a secret control Hunter viable...oh well we will never know now.
One could ask why Acolyte of Pain isn't a pirate. Some have asked why Reckless Rocketeer isn't a mech. Same problem, too many cards that interact with the species and they would be OP in certain builds.

An acolyte has ties to organized religion, which wouldn't coincide well with pirates. The rocketeer... well that's just a goblin on a vehicle.
But, isn't that basically what the Piloted Shredder, Piloted Skygolem, and Sneed's Old Shredder are? Just goblins in a vehicle?
Those are vehicles with goblins in them. Common mistake. Goblin on vehicle not mech. Vehicle with goblin inside is mech.

Well I don't quite know what qualifies as a beast to Blizzard. Why are insects beasts? Why is a silithid a beast, while the nerubians aren't, when I'm pretty sure I remember that they're both descendants of the same insect-like creatures controlled by the old gods. Why aren't Vek'Lor and Vek'nilash beasts, because I'm pretty sure they also evolved from those same species I mentioned earlier.

Most of the nerubians are undead cause the lich King fucked them up. Before they were humanoid cause they could talk and shit and was half human half insect
Vek'lor is humanoid, the Swarmer is all insect so he counts has a beast since Warcraft lore considers insects, beast

btw, Silithid are large, cunning insects (therefore beasts), but they are different from both Qiraji and Nerubians the same way chimps are different from Humans.
