Affordable pirate deck. No legendaries or epics. All cards available after Year of the Mammoth year launch. One Small-time Buccaneer due to nerve, waiting to see how it effects meta. Cards that are missing from the core pirate deck:

First upgrade is to save dust for Patches. 1600 dust is a lot to save up for, especially for new players, however it is not really a complete pirate deck without him. Assuming you are looking at this deck for budget reasons, here are noteworthy replacements you should make first in addition to Patches.

2x Southsea Captain -> 2x Wolfrider

This gives you 2 more pirates, which helps the synergy of the deck. The Small-Time Buccaneer is still a usefull card and keeps the opponent on the backfoot early as they are forced to remove him. You can consider adding in another one for a faster curve:

1x Small-Time Buccaneer -> 1x Mortal Strike

You could instead replace Acidic Swamp Ooze for the 2nd Small-Time Buccaneer if you find the Mortal Strike to be to valuable and want to have 2 in your deck.

The Reckless Rocketeer is a solid replacement for Leeroy Jenkins. There are a few options to add him in, depending on the amount of aggro you want to play.
