Hey there everyone!
I am a 16x Legend Player with 2x Top 100 finishes who goes by the battletag WingsOfWax or WingsOfWaxIII on other social media (Facebook, Twitter, Tumblr, Twitch, and YouTube).
This season I've already acquired Legend on NA (#102 as of writing this) and have now had the chance to test out some more budget strategies on EU.

Currently I will be starting up a series of guides to help newer or budget players develop decks that can be purchased for under 2,000 Dust each (also Requires Naxxramas Unlocked) and compete with the current Meta enough to help you achieve your goal of High Ranks or even Legend.

Some of you may have already seen my deck list: Burst Rogue & Tempo Oil Rogue in the HearthPwn Rogue Section. I am currently rank 1 (Soon to be Legend) on my EU account with these budget Rogue decks combined. I used mostly the Burst Rogue list from ranks 8 to 2, then will be using this Oil Rogue list to get me to Legend for the season. I felt the need to share these lists in order to help promote more players to take up the Rogue class and have a competitive deck in Ranked without dishing out too much Dust/Money.
Currently Rogue is a great class in this current Meta and has the potential to help you achieve a higher Rank or even Legend with enough practice. Along with this deck list, I will be writing up a small guide to help any new players understand how to choose Mulligans/Opening-Hands, Play-style, and adapting to your current Meta.

Here is a "Rough" Guide to help you on your quest to Ranking Up/Legend
Mulligans/Opening Hand Keepers:
Vs Warriors - Minions Minions Minions. SI:7 Agent, Earthen Ring Farseer, Piloted Shredder, Violet Teacher, Azure Drake, and Loatheb. If Opening Hand has Preparation + Sprint = Keep It.
Vs Mages - Backstab, Deadly Poison, Southsea Deckhand (to proc Mirror Entity), Eviscerate (to kill Flamewaker), SI:7 Agent, Earthen Ring Farseer, Piloted Shredder, and Violet Teacher.
Vs Druid - 1xBackstab, 1xDeadly Poison, 1xSap, 1x Eviscerate, SI:7 Agent, Earthen Ring Farseer, Piloted Shredder, Violet Teacher, and Azure Drake (If Coin = Yes).
Vs Paladin - Backstab, 1xDeadly Poison, Southsea Deckhand, 1xEviscerate, 1xBladeflurry, SI:7 Agent, Earthen Ring Farseer, Fan of Knives, Piloted Shredder, and Violet Teacher.
Vs Hunter - Backstab, 1xPreparation, Southsea Deckhand, Eviscerate, 1xBladeflurry, SI:7 Agent, Earthen Ring Farseer, Fan of Knives, Piloted Shredder, Violet Teacher and Antique Healbot.
Vs Shaman - Backstab, 1xDeadly Poison, Southsea Deckhand, 1xEviscerate, 1xBladeflurry, SI:7 Agent, Earthen Ring Farseer, 1xFan of Knives, Piloted Shredder, and Violet Teacher.
Vs Warlock -
Opp Kept 2 cards or more (Aggro)?
Backstab, Southsea Deckhand, Deadly Poison, Eviscerate, 1xBladeflurry, SI:7 Agent, Earthen Ring Farseer, 1xFan of Knives, Piloted Shredder, and Violet Teacher.
Opp Kept 1 card or less (Control)?
1x Backstab, Southsea Deckhand, 1xEviscerate, 1xSap SI:7 Agent, Earthen Ring Farseer, Piloted Shredder, and Violet Teacher. If Opening Hand has Preparation + Sprint = Keep It.
Vs Rogue - Backstab, Deadly Poison, Eviscerate, SI:7 Agent, Earthen Ring Farseer, Piloted Shredder, Violet Teacher, Azure Drake, and Loatheb. If Opening Hand has Preparation + Sprint = Keep It.
Vs Priest - 1xBackstab, Deadly Poison, Southsea Deckhand, 1xEviscerate, SI:7 Agent, Earthen Ring Farseer, Piloted Shredder, Violet Teacher, Azure Drake, and Loatheb. If Opening Hand has Preparation + Sprint = Keep It.
Play-Style:
Each class forces you to play a different way for the most part. The gist to playing this deck is playing a Tempo-Game: Keep your minions On Board and your opponents Off. I will try to delve a bit deeper into each specific class, but as I said, this is a "Rough" Guide.
Vs Warriors -
Control Warrior (Worst Matchup): Save Burn spells for face and try to keep control over the board with Minions. Once you start using Burn on your opponents minions, you've most likely lost the game because they gain too much armor and can stabilize with tricky minions.
Patron Warrior: Try to keep the board clear, feel free to use burn spells to kill opponents minions as you will usually have enough time to kill them with your own minions later. Try to save Weapon Damage + Bladeflurry for when Patron Combo comes out.
Vs Mages -
Tempo Mage: Don't be to hasty to kill Mad Scientists, try to setup turns to deny or prolong Mirror Entity value (get 4 and 5 mana minions in play first). Kill Flamewaker whenever it arrives, otherwise kiss your booty goodbye. Save Southsea Deckhand for Mirror Entity.
Freeze Mage: Most mages are Tempo, so just keeping a hand full of decent minions with some removal in your hand is the best way to go. Try to keep the pressure on your opponent and save Southsea Deckhand for an Oil combo to burst your opponent.
Vs Druid -
Try to keep your minions on the table and pressuring your opponent with them. Use spells to keep opponents minions off the board to preserve your own minions to keep attacking. Try to hold Sap for an Innervate play or a Taunt later in the game standing in your way. Play. Around. Combo. (15 life or higher)
Vs Paladin -
Whether it's Aggro/Midrange/Control you are favored in this matchup. Try to keep your opponents minions off the board, even if that means using burn spells to do so. Eventually Sprint will refill your hand later in the game and you should be able to setup for killing once this has happened. Try to save Sap for Tirion or Sylvanas (only if she posses a problem) and Fan of Knives/Bladeflurry for Muster For Battle boards.
Vs Hunter -
Keep your opponents early minions off the board. Deadly Poison is not a great card in this matchup mostly because it causes you to take too much damage. Save Sap for Savannah Highmane or if your opponent is playing Face Hunter use it on Mad Scientist or Animal Companions.
Vs Shaman -
This matchup is extremely similar to the Paladin matchup. Typically I mulligan for removal spells in case of Mech Shaman. Deadly + Bladeflurry will be great in this matchup and would even recommend keeping in your opening hand.
Vs Warlock -
Aggro: Keep the board as clear as you can and try to save the last of your Weapon charges for Bladeflurry. Sap'ping a Void Caller or Imp Gang Boss is usually a good idea. Use your minions to keep opponents board clear as well, don't setup for Lethal until you know you can't be killed.
Control: Having a board position is extremely important in this matchup. Save Saps for Twilight Drakes, Mountain Giants, or any other large minions in your way. Try to save Eviscerate and Bladeflurry to close out a game once Taunts are up.
Vs Rogue -
This is an extremely tough matchup and completely draw dependent. Control the early parts of the game with removal while trying to preserve your minions to continually keep attacking. If you think you can setup for lethal within 2 turns and not die, go for it. If you get the chance to Combo Oil, take the offer.
Vs Priest -
Control the early part of the game with Removal and Minions. Try not to extend more than 2 minions on the table at a time to prevent Light Bomb and Shadow Madness blowouts. Eventually Sprint will give you enough cards to close out the game.
Adapting to your Meta:
If you are facing more Hunters and Patron Warriors, Cut Violet Teacher for another Earthen Ring Farseer.
If you are facing mostly control decks, Cut Antique Healbot for a second Violet Teacher or Dr. Boom.
Make other changes as you see fit, but these are two of the obvious ones to me.
Card Choices:
Why Southsea Deckhand?
He is a great utility slot that is helpful in a lot of different scenarios. Either being an early minion to put pressure on an Opponent without a Hero Power to kill it, Creating Oil Combos to burst with ease, and he is also a Trap Checker.
Why Kobold Geomancer?
In this slot I was either looking for additional Spell Power or an easy way to Cantrip (Loot Hoarder). In most of my games, I found the Spell Power to be more useful than drawing an extra card. Fan of Knives for 2 damage, Eviscerate for 5 damage, Backstab for 3 damage, and Bladeflurry for an additional damage all became relevant in majority of my games.
Why Goblin Auto-Barber?
This guy basically acts as a +1 spell power for Bladeflurry and is an additional 3/2 body to attack or trade with. One of the best changes made to the new strategy!
Why Violet Teacher?
A lot of people have asked me why I'm still running Violet Teacher, seeing as it is a poor choice against Patron and Hunter decks. Violet Teacher may not shine against those strategies, but it can single handily win you games against every other class. Creating multiple 1/1s against any other deck opens up more options and allows you to stay ahead on board. Right now there is too much variety in the current Meta to warrant playing 2x, but I still find tons of value out of the 1x in this list.

FAQ:
Q - 2k Dust and Naxx? That seems like an expensive "budget."
A - These guides are intended for people looking to spend some Dust/Gold and have the ability to acquire at least the bare essential Adventure Mode, Naxxramas. Budget is much different than F2P, which is why I don't label my decks and guides as F2P to cause confusion. Budget means you are willing to spend a little, where as F2P means ...well....Free.

Here's to hoping this deck/guide is in some way beneficial to your Grinding Experience! The deck has performed extremely well for me and won games I thought were not possible to do so.

Just registered on here to post this. This is my new favorite deck! I used to hate the rogue as a class but this deck has made me love the amount of control and tempo it can bring to the mid-game!
Nice deck! I kinda want to include BGH here, so what should i sub out for it?
Between the budget burst rogue deck and this one, which would be more suited for a new rogue player? Really interested in picking up rogue and these decks seem the most fun from what I've looked at!

Question, in your mulligan about mage you talk about piloted shredder but it's not in your deck, will you update that or?
I've been going back and fourth with 1x Piloted Shredder & 1x Violet Teacher |or| 2x Piloted Shredder |or| 2x Violet Teacher. Whenever I mention one of these, I'm referring to whatever I'm using in that slot whether it be Piloted or Violet.
I guess it all depends on what is in "your" meta. Are 50% of your matchups Face Decks? Then yes, you are right! If your playing against Control, Combo, and Midrange strategies then I'd say Assasin's Blade is still justified.
Your question was about how "slow" Assasin's Blade was, not how weak it is to Harrison Jones. lol
If your finding Harrison popping up in at least 25% of your matchups, I'd probably sub it out for a Shredder or Belcher.

Hey there NeedTheSpeed,
Glad you've been enjoying the series. ^^
Ragnaros over Loatheb is a huge mana fluctuation. Is this due to the fact you don't own Loatheb? If you own Loatheb, I would rather keep it in the deck than put a large minion in its place. Loatheb is extremely consistent and late game allows you to play other spells along side him, where as Ragnaros takes up your entire turn and ultimately is inconsistent in his "Die Insect!" triggers.

What do you think of -1 Violet Teacher -1 Loatheb +2 Piloted Shredders until I get Loatheb?
That is a fine trade off for now. The Loatheb is a powerful card and you should definitely save up for all the Unlocks, but for now these changes seem legit enough to take you to Legend if you play well and put some time into it.

This deck relies heavily on the Tempo gained from Preparation, so there is no replacement unfortunately. :\

The closest card to being viable from BRM is Emperor Thaurissan, but he's not required. You gain most of your tempo from Preparation and the extra mana discount you get from Emperor isn't necessary nor consistent in this deck.

Some changes suggested if you own brm too? emperor thaurissan seems a pretty good card in this deck, but idk if is worth it and what card should be removed to make a slot for him
I don't believe Emperor is that strong in this list. Your not looking to setup a huge OTK turn and Prep gives you all the Tempo you'd ever want. There are just better minions for this deck that have a stronger purpose.

I wouldn't recommend playing Tempo Oil Rogue until you own Preparations. They are the number one way to gain Tempo in this deck and have been the most important tool to making the deck work properly. It would be like playing Druid without Ancient of Lore, the deck just isn't close to the same without it.
