This seems like an incredibly strong card. Not only can it be used to protect a strong board in an aggro deck from getting wiped 1-2 turns in a row with a low enough cost to continue laying down minions along side it. But in a control deck, you can use it to protect big, slow cards from being struck down before you leverage them.
As long as the opponent doesn't already have a strong board, it could even be considered a pseudo 2-of Waygate for 2 mana, allowing you to set up crazy combos relatively uncontested.

Tog + This is 10 mana and just makes the deck switch card cost 10 mana...
Aggro Paladin will actually need a bit of help in the expansion if it wants to stay relevant. With the loss of Vilefin Inquisitor and Grimscale Chum in the Murloc version and the loss of Steward of Darkshire and Stand Against Darkness in the Dude version. They both lose key cards in the synergy of their deck and this should help fill that hole a bit.
Hate to break it to you but losing several strong early game aggressive minions is not going to be easily substituted for by a spell that causes no impact on board. The only thing that can fill the hole created by those cards going to wild would be an equally good card to replace them, which I don't feel like blizzard is going to print another card like Vilefin Inquisitor or Grimscale Chum. They definitely will create a new token spamming card though and possibly a card to support small dudes too though, maybe just not this expansion.
I'm not saying you simply substitute in 4 new cards and call it a day. The archetype will look a lot different if it's even viable at all. I think the meta will actually slow down a bit and Paladin will be more tempo oriented again, in which this looks like a pretty good fit.
Eh, you could argue that a board refill card (like Stand Against Darkness) or board protection card (like Steward) could be substituted with a reverse tempo card to delay a board clear (like Rebuke). Depends on a few factors, particularly how quickly damage can be pumped out or whether such a board can be buffed to keep it safe from the impending clear. But they do fill overlapping purposes.
Of course, Godfrey and Duskbreaker don't care about being Rebuked.
On a serius note if Blizz print more cards that are not a spells and can clear board like the new warlock legendary, shaman hero but cheaper this card wont be that problematic.

Who would take effect there? Would order matter? If you played Rebuke then Millhouse would your opponents spells cost 0? If you played Millhouse then Rebuke would they cost 5? Or would they still cost 0 since Millhouse is coded as an absolute.
Depends on order If you go Millhouse then rebuke then all their spells will cost 5. Otherway round and they will cost 0.
the combo is 4 mana 2 cards for a 5/5
Millhouse Manastorm is a 4/4. A two card combo for 4 mana that only has 4/4 worth of stats and nothing else is pretty bad.
Problem: murloc paladin have hard time dealing with cubelock because the board doesn't stick.
Blizzard solution: We can just make a 2 drop spell that does what loatheb does. This will make the meta abit more stable since it will rise up to about 50% win rate or more right?
I honestly think this is absurd. For loatheb a legendary 1x copy and you can run two of this. On top on turn 5 you can even play divine favor after this. Against warlock with huge hand it's pretty safe to say GG if you play both on that turn while you are having a board. Don't forget turn 6, back-to-back rebuke pretty much lock your opponents a big fucking time.
