Ability doesn't always mean stats if you get rid of that. Abilities are situational while stats are there and permanent. Just because bloodsail raider can become stronger with a weapon doesn't mean its vanilla take should be a 3/3 as that overputs out value. Abilities can be played around is basically what I'm getting at, while stats you have to deal with

Well, its not really power creep when the first card doesn't ever see play, and the new card won't be an auto-include in every deck that it works with. Personally, I find this strickly weaker to Huge Toad in allmost all ways. Its a good early game card for arena though.
It is power creep, Blizzard is greedy for money otherwise they would simply buff Frostwolf Grunt to this card's exact stats.
Instead of buffing a card that will NEVER EVER see play, they make a better version of it.
Why?
The problem is that you're thinking in terms of Standard I think, though you did mention arena. Think of the difference between Booty Bay Bodyguard and Evil Heckler in arena. Even before Naxx, Booty Bay Bodyguard was a card you didn't really want to see as an option. It wasn't terrible but it definitely wasn't one of the better options. Then Evil Heckler comes along and it's one of the upper tier cards because of that reduction in mana cost.
Now, Frostwolf Grunt is a card that isn't that good in arena. It's not terrible but it's not something you'd like to pick generally. That comes mostly from the fact that if you are on your back foot, it will likely die to a one-drop and if you are the aggressor, it's attack isn't high enough to do much. The difference between 2 and 3 attack is pretty extreme actually. Most good two-drops will have either 3 health or 3 attack. So now making a 3/2 taunt means that you might entirely negate your opponent's two-drop because they can't just "get some face damage in" against it. Plus that one extra attack in the late game can mean the difference between leaving a threat at 1 and killing it.
It sounds like a small change, it's actually quite a big power creep.
"Power creep is a process that sometimes occurs in games where new content (in this case cards) slowly outstrip the power of previous alternatives. This leads to players abandoning previous options in favour of the latest and more powerful alternatives, resulting in an inevitable increase in power throughout the game." This is the definition of power creep. As you yourself said "Now, Frostwolf Grunt is a card that isn't that good in arena. It's not terrible but it's not something you'd like to pick generally." So you would agree that if anyone got the chance to pick an other 2 drop over Frostwolf Grunt, they they would normally do that?
So how could Pompous Thespian be a power creeped card? Well thats quite easily if it out classes all or most other 2 drops. I still belive there is a good amount of 2 drops that outclasses Pompous Thespian. Is Pompous Thespian better then Fiery War Axe, Frost Bolt, Acidic Swamp Ooze, Dark Peddler, Flame Juggler or Huge Toad? Actually, in most Druid or Hunter decks, you would actually want to pick Bloodfen Raptor over this card! So as you can see this card isn't power creeped in Arena neither.
And when it comes to why they didn't just change Frostwolf Grunt, I can answer that too: Arena. You see, new cards are more likely to come up then old once, and common cards way more then any other rarety. Now what would you most like to see: a mage with 2 Firelands Portals or a mage with 1 Firelands Portals and 1 Pompous Thespian? Now thats what I have to say about that.

People sometimes forget all cards doesn't need to be "Meta defining".
And geez... is a common neutral... relax.
The problem is that adventure paths should be a place for Blizzard to be experimenting with new mechanics and because of the smaller card pool, should pose a much easier time of coming up with all interesting cards. If they're making bland cards in adventure paths, it doesn't bode well for the next expansion.
Part of the reason that everyone is up in arms is because it is a common neutral. If you don't play arena, power creep probably doesn't affect you much. In arena it's almost always a big deal to see a card be made in a better form, especially if that's a common (part of the reason why arena players around the globe are shaking their fists at Blizzard making Firelands Portal a common).
It is unlikely this will see play in constructed, as the two spot is usually for the most aggressive of minions, or class minions. In arena, this card will be the most seen two drop following the expansion: arena drafts are weighted towards the most recent expansion. Everyone needs a bunch of two drops in their arena decks to play on curve, and this will be the most frequent neutral two drop with decent stats. It won't change how we play arena, it will just see a bunch of arena play.
