This card is obviously strong, but not the insane overpowered monster others are claiming it to be.
First of all, it appears most classes will be getting some kind of early game drops that are of increased strength than what we have now (see new mage 2 drop). You will be forced to hit face for 3 and then trade nearly every time, assuming nobody is running taunt cards like annoy-a-tron.
Second, it is slow, meaning that it could easily be sniped away or traded away before any real value is obtained. Two health is not that difficult to handle on turn two.
If this card does prove to be imbalanced, it will probably be because of its synergy in a mech themed deck. It suffers from the same problems windfury without charge has always had, relatively easy to snipe and slow to play. I can see it being a nightmare mid-game with the appropriate spare parts in hand, though.
Sometimes it'll just eat a 2-damage spell like Backstab. Sometimes it will hit for 6 before dying, or drop 3 on your opponent and take down a minion. But then again, sometimes it survives for 3 turns and becomes a near-double Pyroblast for 2 mana.

I don't think you can compare neutral windfury minions to class cards. Windfury is supposed to be a class trait for Shaman, hence Al'Akir, Doomhammer, and the cards you mentioned so it will be the keyword that Blizzard will default to on Shaman cards.
A vanilla 3/2 for 2 mana card is actually below average if you consider cards like Knife Juggler and Fairy Dragon. The fact that Whirling Zap-o-matic has windfury is nothing too special. As other people have posted, it will likely be used to hit the face for 3 and then trade with a 1 or 2 mana minion.
At 2 health, there are plenty of ways to deal with it cheaply.
Two points: 1) The "value" of windfury is based on the board state it is played on. If you have 2 mana and you have a fire elemental that has resolved (can attack) you wouldn't play Zap-o-matic over Windfury because it's more "valuable" would you? I understand your point about it being more valuable during the first few turns, but it's health makes it easy to deal with, either via trading or a spell.
2) There will definitely be more 2 mana 3/2 minions in the game after GvG. The card text isn't there as a penalty or to provide situational benefits. Bloodfen Raptor is not used in constructed because a 3/2 body is not as useful as you make it out to be. The 2 drops you mention are only ever played in constructed because of their card text. Also, Knife Juggler is not "stronger" than the other 2 drops, but he is used more frequently because he fits perfectly in zoo... The most used deck on ladder. (at least it seems that way in lower ranks). For instance, Ooze becomes a much stronger card if facing a Paladin or Warrior.
One of the best 2 mana drops of the game, with insane synergies (Rockbiter Weapon, Flametongue Totem, Abusive Sergeant, etc.)

Shaman really needed a powerful card, most of them were relatively weak for faceslapping, and this is a pretty good addition considering the shaman needs a non overload card.

Only downside I see is that it doesn't synergize with Unbound Elemental. Not much of a downside.

Good thing it don't need overlord compare the dust devil a 3/1 1 mana, with 3/2 its ok for early play
